Under administrative direction, serves as Agency Performance Team Supervisor; as full line supervisor, plans, supervises, reviews, and coordinates the activities of a team of professional child welfare staff engaged in the monitoring of private agencies that provide foster care, intact family services, and other contracted services; identifies and directs the collection, analysis, and reporting of specific performance data; explains, monitors, and enforces compliance with the provisions of all applicable state or federal laws and Department rules and procedures; establishes and implements a team-based program of staff development and training for subordinate and private agency staff; represents the Department in various planning sessions with other public and private agencies.
1. Plans, supervises, reviews, and coordinates the activities of a team of professional child welfare staff engaged in the monitoring of private agency performance within assigned regions; assigns cases to staff and provides necessary direction and guidance regarding workload assignments; meets with staff on a regular basis to discuss the performance of specific agencies; identifies and directs the collection, analysis, and reporting of specific performance data; monitors and evaluates the timely and accurate completion of all required monitoring reports; provides leadership in managing corrective action and program improvement planning with private agencies; monitors agency progress in meeting performance goals and objectives and reviews outcomes of purchase of service agency programs; explains, monitors, and enforces compliance with the provisions of all applicable state and federal law and Department rules and procedures; provides input and technical assistance to regional management in the research and resolution of case specific issues when a case is managed by a private agency; drives to field locations to conduct on-site reviews.
2. Serves as full line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves/disapproves time off requests; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.
3. Provides input into the development and implementation of Departmental programs, policies, and procedures within area of oversight; works with regional administrative staff, providing input into regional planning in support of the Bureau of Operations relative to the contracting of private agency services; develops priorities for agency monitoring within the existing monitoring structure.
