Oversaw 30 acquisition related IT tools to support contracting actions. Directed 30+ Acquisition Career Managers to close skill gaps in 2,000 federal staffers who manage contracts and construction projects and systems.

Supported three Secretary level priority areas: Mission Execution, Fiscal Stewardship, Inclusive Team Learning. Oversaw 52 Measures of Performance established to ensure management competence and operational effectiveness. Coordinated with senior leaders to improve decision making speed, authorities, operations, costs, communications.

The Naval Facilities Engineering Systems Command (NAVFAC) manages the planning, design, construction, contingency engineering, real estate, environmental and public works support for U.S. Navy shore facilities around the world.

As topmost civilian leader, responsible for running the entire operation. Oversaw $750M per annum operating budget and $2.5B construction budget executed through 3,750 in-house positions at 13 sites from North Carolina to Maine.

Key Highlights:

• Achieved all production objectives during period of 200% increase in business volume
• Integrated over 1200 person staff of Public Works Department Maine; New London; Newport; Earle and Pennsylvania into NAVFAC’s processes
• Bringing in 400 new hires in FY2008; 380 in FY2009; 370 in FY2010 which cut vacancy rates from 14% to 3.5%
• Consolidated five personnel agencies to one and 19 unions to one blue collar and one white collar union
• Improved scores in Best Places to Work survey
