  • Responsible for maintaining an in-depth working knowledge of VA’s Personnel Security and Suitability Program. I provide technical advice and guidance to all Service Chiefs, employees, contractors, affiliates and volunteers regarding matters pertaining to VA’s Personnel Security and Suitability Program and OPM’s Electronic Questionnaire for Investigation Process’s (E-QIP)
  • Due to national security concerns arising from 911 all federal facilities were required to implement the new Personnel Identification Verification (PIV) system. In my role as Personnel Security Officer it was one of my job duties to meet the March 30th deadline ensuring our 2,150 employees met the required background investigation and was issued the PIV Smart Card.
  • Primary Adjudicator, for all Background Investigation. I review and analyses background investigative results, coordinate and gather evidence in support of actionable personnel security and suitability issues. I notify appropriate management officials in writing and verbally when problematic personnel security and or suitability information that appears in the investigation report. Official hiring authority personnel often request my input for hiring suitability concerns regarding hiring employees. I conduct personnel security and suitability interviews to obtain missing information or clarify any conflicting information. I work with special agencies in order completed moderate to high level investigation for Federal Government employees.
  • Personnel Security Officer, responsible for ensuring that all personnel security and suitability operation are carried out properly. Managed the day to day operations of HR’s personnel security section. PCI manager coordinated all functions of Manager, Sponsor, Registrar, and Issuer for the PIV Portal. Trained supervisors and managers on operation of the PIV Portals as the Manager and Sponsor. Maintained the automated Biometric identification system. Continuing working with the VA ISO officer, Police and OI&T to develop update and maintain the information Security system.
  • I have worked with Simplex Grinnell, and the VA Police service in the implementation and development of a database that will provide access to all VA staff into the medical facility using the PIV Smart card. I work with employees within the VA Medical center in trouble shooting problems that arise with their PIV smart card, with encryption and signing certification process. Been ask to be part of the team on helping implement the Computerized Patient Record System (Version 29) CPRS in the VA Medical Center.
  • Conducted individual required background investigation paperwork for all personnel. Overseeing 100 percent of all submitted, made conducts inquiries to obtain any missing information, and forwards information to the proper investigation authority. Ensuring that compliance with all Federal regulations is followed within the PIV office and suitability and adjudications processes.
  • Special projects lead in relation to VA’s personnel security and suitability programs. Preforming security investigation on Veteran housing units for compliance with security. Coordinated with VA compliance officers in conducting service level risk assessments for non-compliance items, such as unattended smart cards, unattended sensitive data etc. Use appropriate approaches to perform a variety of duties related to special projects involving issues of a confidential nature.   • Managing and processing of all OPM and VA Security and Investigation Center paperwork. Processing, Submitting and tracking the status of all MBIs and BIs. I am responsible for the development and maintenance for HR’s Personnel Security Database.
  • Primary approver for (E-QIP), responsible for reviewing standard forms required by Office of Personnel Management (OPM) for completeness prior to submission. Developed training and conduct training for all new employees to complete OPM’s Electronic Questionnaire for Investigation Processing. See KSAO for more details.
  • Responsibilities include completion of mandatory, monthly PIV reports for VISN and local levels. Directly supported HR specialist ensuring that potential employee’s progress is updated daily on Staffing active records. Completion of LEIE reports and Quarterly Personnel Suitability reports are completed for the Medical Center Director.
