Hadiza Elayo is an accomplished professional with over 20 years of experience in governance reforms, institutional strengthening, and the private sector, acquired through her work with Federal and State governments in Nigeria as well as the private sector in the UK. Currently serving as the Special Assistant to the UN Deputy Secretary-General, Hadiza is bridging the gap between global policymaking and national implementation to support the acceleration of the Sustainable Development Goals (SDGs).
Recognized as one of Devex’s Top 40 Innovators, Hadiza's public sector reform expertise encompasses assisting the Nigerian Government, its Ministries, Departments, and Agencies in designing and implementing reform initiatives within a comprehensive strategic framework, setting priorities, and monitoring progress.
Hadiza has successfully contributed to numerous FCDO and international multilateral initiatives. Her involvement in the National Strategy for Public Sector Reforms greatly enhanced its design and implementation. Additionally, she played a crucial role in the State Peer Review Mechanism (SPRM), ensuring its success. She also effectively managed DFID's six-month support program in Ekiti State, valued at over £200,000, focusing on the development of the Office of Transformation, Strategy and Delivery, conducting PEFA and procurement analysis, and creating frameworks for enhanced monitoring and evaluation in addition to the current 66million pound SPARC programme.
In her work on the Millennium Development Goals (MDGs) and the transition to the SDGs, Hadiza was instrumental in designing, implementing, and strengthening the Conditional Grant Scheme across all 36 states, enabling the government to utilize $1 billion annually. She contributed to Nigeria’s Countdown Strategy to 2015 and produced annual MDGs reports from 2010–2015, as well as Nigeria’s first MDGs Acceleration Framework.
At the Ministry of Environment, Hadiza significantly influenced the Ministry's strategic direction, collaborating with government officials to develop and implement Africa's first sovereign green bond, launch the Ogoni cleanup, establish safe methane standards, and improve regulations on deforestation and wildlife protection.
On the global stage, she supports various international initiatives with implications for national-level implementation. She has served on multiple Presidential Technical Committees on the MDGs, committees of the Nigeria Governors’ Forum, and various international working groups focused on finance, climate action and the SDGs.
