• Assist in managing AI security initiatives like coordination of bi-weekly meetings to monitor AI use case engagements and publications. Team Lead in other efforts for past projects, including multi-factor authentication and cloud identity configuration services assessment modernization. • Facilitated strategic roundtable discussions on cyber security and formulated a comprehensive national cyber security strategy blueprint. Engaged high-profile guests, such as the former Assistant Secretary of War (Acting), Cyber Chief of Texas Cyber Command, and former Executive Director of Cyberspace Solarium Commission. Shared Blueprint recommendations with Members and Committees in the U.S. House with follow-on request to draft legislation to be considered for the National Defense Authorization Act FY27 process.
• Panelist for 2024 Danube Institute, 2025 Navy Procurement Conference (Cyber Threats) in Norfolk, and Christopher Newport News University Center for American Studies sponsored by Old Dominion Energy. Organizing The 2026 Maritime and Port Cybersecurity Exercise in VA Beach.

• Achieved successful collaboration with EC-Council and CTIA to create a 12-week syllabus in Tampa, FL. Enhanced student understanding of traditional intelligence analysis and tradecraft through ICD 203. Delivered practical exercises that resulted in the production of CTI reports using open-source tools, MITRE ATT&CK labs, and modeling. Established course learning objectives that met NIST standards, focusing on the Cybersecurity Framework, Risk Management, and NICE, with participation from industry leaders such as the VP for Google Cloud and former CISO of New York City.

• Achieved successful transition from advisory board member in January 2023. Contributed to start-up mission by offering advisory and foreign partner cyber workforce development training and strategic/risk management planning services through 1099 opportunities. • Future goals include: 1) Identify strategic partner that offers cyber threat intelligence services (to include 24/7 monitoring); 2) Become C3PAO certified to conduct business requiring CMMC certification; 3) Work directly with Vets in Tech, dual-hatted as the Hampton Roads Chapter President. Partner with other local Virginia Beach organizations like the Hampton Roads Alliance to offer technical and continued education training for cyber and digital transformation (i.e.) EC Council training for AI certification.

• Achieved successful execution of institutional capacity building projects in Romania, Kosovo, Hungary, and the Czech Republic through effective budget management of $250k. Delivered expert guidance to foreign cyber command elements and interagency groups on critical infrastructure crisis planning and workforce development initiatives. Enhanced security operations center design through strategic advisory efforts.
• Delivered comprehensive cyber threat intelligence and analysis for U.S. European Command, effectively addressing emerging threats from China, Iran, and Russia. Achieved recognition through weekly briefings to senior military officials, including a published report for the Assistant Secretary of Energy. Advanced national intelligence initiatives through senior analytic roles within the Office of the Director of National Intelligence and the Joint Atomic Energy Intelligence Committee.
• Directed seminar collaboration with U.S. Transportation Command and ODNI National Counterintelligence and Security Center to assess cyber threats impacting mobility logistics supply chain and critical infrastructure. Led integration of results into table-top exercise and subsequent site visits with Central Europe Pipeline System stakeholders. Oversaw six-week remote Mandiant Google CTI reporting pilot project, resulting in $100,000 annual revenue for Recorded Future cyber-OSINT services that supported U.S. government and intel reporting during COVID-19 pandemic.
• Facilitated replication of private sector SOC environment, enhancing annual ODNI National Intelligence Council cyber assessments. Contributed to U.S. Senate Select Committee on Intelligence response and special product review, addressing cyber threats to critical infrastructure. Advanced collaboration with Recorded Future and other organizations in CTI Integration Center Cybercrime Working Group. • Managed cross-regional targeting operations for Foreign Materiel Program, ensuring effective collaboration with linguists and timely reporting to senior leadership including one Middle East activity in the President's Daily Brief.
• Achieved policy approval from Defense Intelligence Agency director on December 2, 2011, through effective co-chairing of intelligence working group. Streamlined hiring process for five senior civilian training instructors, improving team readiness. Contributed to successful establishment of integrated regional intelligence fusion centers as vice chair of policy and governance working group for DIA Vision 2020 initiative.

• Assisted in designing tradeshow and strategy directorate for Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). Supported development of foreign military sales business case. Reviewed over fifty naval weapon system information exchange agreements to facilitate US-UK bilateral admiral-level discussions.

Additional projects and assignments from 2003-2007. SAIC Technical Program Manager for the USD/I Counterintelligence Field Activity that involved negotiations with U.S. Central Command to gain $1M funding for sensitive surveillance devices and conducted U.S. liaison activities with Israel and Singapore for the F-35 Joint Strike Fighter program. Served in multiple U.S. military units since 1992. In 2001, awarded Achievement medal for Commanders Action Group, Aerospace C2ISR Center at Langley AFB, predecessor to the USAF Global Cyberspace Integration Center.
