Responsible and accountable for $125M+ of Operations & Maintenance, Navy funding, $6.5M Research, Development, Test & Evaluation funding & $30M of Military Pay funding. Leads, manages and mentors 25 financial managers/analysts and serves as the Senior Financial Advisor to the President, U.S. Naval War College. Embraced the missions of education, original research and outreach resulting in:

  • Successfully brought in new money and increased the Naval War College's operating budget by $15M (15%) through fiscal year 2029 by engaging and communicating with various higher headquarters organizations and building advocacy with our Foundation.
  • Transformed & reorganized the Naval War College's Acquisition & Procurement Department saving 2.5 Full Time Equivalents (FTEs) while ensuring timely contractual actions by collaborating with an outside contracting organization to consolidate 125 individual actions into a simplified contract vehicle.
  • Led the Resource Board resulting in the addition of critical capabilities & roles such as a new Chief Diversity & Inclusion Officer, Women Peace & Security Chair, 3 Associate Provosts, Assessments & Compliance Branch Head and the stand up of a new Research Center.
  • Led the modernization of the financial & accounting systems resulting in business process simplicity & realized efficiencies.
  • Developed the Naval War College's Financial Dashboard which increased transparency and enabled timely realignment of funding to support technology upgrades of 12 Classrooms, addition of 4 War Gaming Faculty billets and 2 Research Faculty and 3 Associate Provost billets.
  • Led the development of cost models for education and research programs leading to an increase in number of international student enrollment and the increase in operational funding to support War Gaming efforts.

Deputy CFO/Deputy Comptroller

As the DCFO responsible for the execution of $355M of Operations & Maintenance, Navy funding across 9 geographically dispersed Navy Installations. Also responsible for the oversight of the Government Purchase Card Program, Foreign National Payroll & Disbursing Operations. Additionally, led a multi-national workforce of 135 financial, accounting, payroll and disbursing analysts.

  • Transformed the decades old "gas coupons" process to a modern fuel card by engaging the Italian Ministry of Finance, the Italian energy company, Eni, the U.S. Air Force, U.S. Army & U.S. Embassy and various U.S. Navy Stakeholders. The implementation of the fuel card nearly eliminating fraudulent fuel purchases & saving the U.S. tax payers approximately $1.2M annually.
  • Exceeded goals from 2014-2019 through the development of a robust requirements execution review process leading to better informed investments in base infrastructure and housing, optimized utility usage across our international locations and an on budget-on time completion of a critical dining facility in Djibouti, Africa. Additionally, this process enabled transparent communication to higher headquarters resulting in additional money.
  • Led a cross-functional, cross-stakeholder Host Nation team for the Region responsible for investigating and ensuring the U.S. Navy was paying our host countries, Italy & Greece in a legal & efficient manner. Through consistent, clear & transparent communication with the Italian & Greek Navy Leadership resulted in a decrease in payment processing time from 2-3 months to 1-2 weeks through a revised legally sound payment process.
  • Brought in new money by effectively partnering and gaining advocacy with U.S. 5th & 6th Fleets which in turn increased the Region's Operating Budget by an average of $28M (~8%) each year from 2014 - 2019. The increase supported several security infrastructure repairs & upgrades across several installations and enabled a Region wide Electronic Security System (ESS) contract award.

  • Led the Security & Pubic Safety missions across 9 Navy Installations through the change of Threat Conditions & Security Posture as tensions increased/decreased leading to zero security incidents and several averted surveillance incidents.
  • Led and provided oversight to the process improvement of the Cross Functional Threat Working Group leading to more effective and transparent communication of requirements to Headquarters in Washington, DC.
