Review, identify and process incoming pro se filings and correspondence, both electronically through the court's E-Filing Program and U.S. Mail to determine accurate court events are used for docketing, as well as coding for new case initiation. Identify documents received by restricted filer litigants and help ensure proper handling of such items.
Create E-Filing procedures and training manuals for law library staff, wardens and litigation liaisons at state prisons. Train staff accordingly on-site at the respective facilities as well as maintain an open dialogue with prison staff in order to provide continued training and support as needed. Ensure updated court forms are sent to prisons routinely. Update internal prison contact lists for the court. Assist in suggesting revisions to the General Order as needed. Answer questions from Pro Se Staff Attorneys, case administrators and courtroom deputies on E-Filing protocols and procedures.
Maintain, update, and track filed documents for the Pro Se Staff Attorneys utilizing the case management system (PLU) and the courts CM Assist program. Monitor deadlines and prioritize tasks of documents filed in pro se cases and alert the Pro Se Staff Attorneys of items needing action.
Provide training to Pro Se Staff Attorneys to work efficiently in the PLU and collaborate to make improvements to work processes.
Update calendars for all status conferences, settlement conferences, hearings and trials for the Pro Se Staff Attorneys.
Docket motion referrals to magistrate judges in pro se staff attorney cases per court guidelines.
Responsible for monitoring the resolution of filing fees in staff attorney cases by screening and processing motions to proceed in forma pauperis, determine the need to request trust account statements from prisons/jails, calculate initial partial filing fees, issue notices of deficiency, track payments, prepare show cause warning orders for missed deadlines and alert Pro Se Staff Attorneys of any additional action needed.
Draft scheduling orders, collection orders, show cause orders and other routine orders associated with pro se civil rights and habeas cases.
