As Communications Manager, duties included the following:

  • Plan, manage, and direct the operations of the El Paso Communications Center which answers 9-1-1 calls for the El Paso region and dispatches for the City of El Paso Fire and Police Departments.
  • Provide administration of communications related City contracts, such as the 3-1-1 call center.
  • Provide input and make recommendations on the acquisition and installation of communications equipment.
  • Work cooperatively and collaboratively with other departments, agencies, and entities in accomplishing the goals of the Division or Department.
  • Manage overall operation of the El Paso Communications Center through subordinate supervisors and managers.
  • Review and evaluate internal service delivery methods and systems and implement appropriate changes or adjustments.
  • Develop and implement standard operating procedures.
  • Work collaboratively with public safety and law enforcement operations of both City and County response entities and make recommendations for changes or improvements in workflows.
  • Adapt internal workflows to approved field requirements.
  • Establish work and program priorities, monitor work progress and quality of service provided to various agencies and the community.
  • Keep current on best practices for interoperability with outside agencies and ensure appropriate policies are in place and implemented.

Upon promotion to Battalion Chief I was assigned to the El Paso City/ County Office of Emergency Management as the Grants Coordinator and Assistant Emergency Management Coordinator. As the Grants Coordinator I was tasked with researching and coordinating grants planning activities. This involved:

  • Researching federal, state and private funding sources to determine the availability of grants. Working with ad hoc committee to analyze the feasibility of applying for grant programs in alignment to Department strategic plan. While assigned, we successfully applied and managed grant awards exceeding $5 Million.
  • Evaluating key issues related to proposed projects and programs; research laws, rules, and regulations impacting on programs.
  • Consulting with other City departments, State and Federal agencies as required for contract monitoring, program evaluation, and project development.
  • Creating, update department databases.
  • Collecting information and compiles data for comprehensive project reports. Reviewing pertinent literature or other information sources.
  • Compiling and recording statistics related to grant and contract renewal dates. Approving mandated forms as authorized by grantor.
  • Preparing and presenting ad hoc and recurring status or other accountability reports and recommendations. Performing other duties as assigned or required.
  • Supervised 14 assigned personnel directly or through subordinate chain of command. This involved: Scheduling, assigning, instructing, guiding, checking and evaluating work; prepare and gives performance evaluations on subordinates supervised. Arranging for or engaging in employee training and development. Enforcing personnel rules and regulations, standards of conduct, work attendance and safe work practices. Counseling, motivating and maintaining harmonious working relationships among subordinates. Recommending staffing and employee status changes and interview applicants and recommend selection.

Fire Captain

I was assigned as the Hazmat Coordinator for a brief time and then as the Fire Training Captain for the El Paso Fire Department Training Academy. I was tasked to perform functions of an emergency operations supervisor. This involved:

  • Commanding Hazmat 1 and Central Fire Station, including all shifts of personnel and activities assigned to Hazmat 1
  • Direct and participate in emergency activities such as fire suppression, rescue, medical, hazardous materials, and other emergency incidents; directing and providing related support such as minor maintenance of equipment, apparatus and facilities
  • Inspecting buildings and fire hydrants, tier 2 facilities and fire prevention activities
  • Training and evaluation of personnel.

As the Fire Training Captain duties included:

  • Assisted Training Chief in coordinating departmental training programs
  • Conducting training classes
  • Developing training programs and lesson plans for recruits and veterans
  • Supervision of multiple recruit trainee classes
  • Developing, administering, and grading trainee examinations.

Fire Lieutenant

As Fire Lieutenant the duties included:

  • Performing functions of fire suppression shift supervisor of Ladder24, Rescue 24 and Rescue 19 as assigned.

  • Performing related support activities such as minor maintenance of equipment, apparatus and facilities, and inspection of buildings and fire hydrants.

Fire Suppression Technician

As a Fire Suppression Technician duties included:

  • Driving fire engine to scene of fire or other emergencies.
  • Ensuring that firefighting equipment and tools are on apparatus and in working condition, and that water pump maintains constant water pressure.
  • Operating aerial ladder controls. Inspecting building.
  • Performing medical duties while assigned to a fire suppression or medical unit locally credentialed as Emergency Medical Technician (EMT) EMT.
  • Performing specialized emergency medical care as instructed or approved by the Medical Director or Medical Control physician while assigned to a fire suppression as outlined in current Emergency Medical Services System (EMSS) Protocols, State law, and department policy and procedures.

Accomplishments

    During the COVID-19 pandemic I was placed in charge of the testing and vaccination operational response for the City of El Paso. We accomplished:

  • Multi-agency team development
  • one of the 1st communities in the nation to reach 75% vaccination rate
  • Rockefeller Foundation and CDC recognition for vaccination rates
  • While assigned to Communications I have successfully accomplished the following goals:

  • Restructured the training and recruitment program to increase staffing levels and reduce attrition.
  • In an effort to create succession and provide more promotional opportunities I established a working group that created three mid-level management positions that were staffed starting January of 2019.
  • While assigned as the Grant Coordinator for El Paso City/County Office of Emergency Management Division:

  • Successfully applied for and was awarded alternative funding for the City of El Paso totaling in excess of $5 million dollars.
  • Secured funding for 32 - 15 Lead Cardiac Monitors for the El Paso Fire Department through an Assistance to Firefighters Grant.
  • Secured funding for staffing of 18 firefighter positions through a Staffing for Adequate Fire & Emergency Response Grant.
  • Secured funding to establish the El Paso Fire Department's Small Unmanned Aerial System Program.
