Summary

During my time as a NAVAIDS Program Implementation Manager I have used the knowledge gained during my time as both resident and project engineer an planning specialist to better manage my projects. I use my engineering knowledge when reviewing site survey reports and cost estimates and participating in schedule review meetings, while my time as a planning specialist helped with project integration, specifically MALSR integration between the NAVAIDS, Infrastructure and Power Services Program Offices.

I manage projects using the established processes and tools, and have served as the PIM Lead on the New York Area Program Integration Office (NYAPIO) Integrated Master Schedule (IMS) meeting.

Program Implementation Manager

· I am responsible for the planning, implementation, monitor and control and project closeout of projects across different CIPs using the data driven decision (3D) work planning process.

· After the retirement of one of my co-workers, I performed the workload of 2 employees, including projects in the most challenging Tech Ops District in the ESA (NY District), and for this I received a time-off award.

· I provide recommendations and solutions on implementing projects for two Programs, the Next Gen DME Program and the MALSR SLEP.

· I keep my manager updated on potential problems and challenging projects, and how I manage and resolve issues.

· I have been selected as the primary PIM point of contact for the NYAPIO’s IMS. I am responsible for reporting on the high visibility projects in the New York area for the NAVAIDS Program Implementation Team.

· I worked on integrating MALSR projects between the NAVAIDS, UIS and PSG Program Offices and led the effort to prepare a MALSR integrated list.

· I returned from my detail to the NAVAIDS Engineering Center (Atlanta) as a project engineer. I worked on two projects to replace Visual Approach Slope Indicator (VASI) with Precision Approach Path Indicator (PAPI) systems for Bob Sikes Airport at Crestview, FL and three shelter replacement projects for the Birmingham-Shuttlesworth International Airport at Birmingham, AL.

· Related Skills: Siting and site design of FAA visual guidance lighting systems. I taught other NAVAIDS civil engineers the proper method of siting PAPI systems according to FAA Order JO 6850.2B.

· I was on a two year detail as an Aviation Technical Systems Specialist for the National Airspace System (NAS) Planning & Implementation (NPI), North Team. I used my knowledge of program management practices and NAS facilities and procedures to provide service to the NPI Lead Planners. Some of my tasks have been: initiating and planning reimbursable agreements and using my technical expertise to provide recommendations solutions to complex problems, such as provide options on obtaining discontinued Low Level Wind Shear Alert System (LLWAS) equipment at T.F. Green Airport (PVD) at Providence, Rhode Island and give my opinion on the proposed location for the Automated Weather Observing System (AWOS) at Washington County Airport (AFJ) at Washington, PA. I studied the NPI Tableau Project Portfolios to find integration and de-conflicting opportunities for the Upstate New York and New England Region Lead Planners.

· I successfully integrated a project to upgrade the Automated Weather Observing System (AWOS) equipment with an airport sponsored project to relocate the AWOS. The airport management was not committed to relocating the AWOS this year; however I convinced them to fund the project for this year and also convinced the Weather Systems Program Office to delay their project a few months to accommodate the relocation of the system.

· I was on a six month detail as an Aviation Technical Systems Specialist for the National Airspace System (NAS) Planning & Implementation (NPI), South Team. During this detail, I used my knowledge of program management practices and NAS facilities and procedures to provide service to the NPI Lead Planners. Some of my tasks have been:

· Develop a document describing the technical impacts of the proposed All Aboard Florida passenger railway through two stations of the Orlando International Airport Runway 17L High-Intensity Approach Lighting System with Sequenced Flashers (ALSF-2).

· Develop procedures for allowing Airport Sponsor installation of non-federal interface switches between Automated Surface Observing System (ASOS) or Automated Weather Observing System (AWOS) federal systems to non-federal Automatic Terminal Information Service (ATIS).

· Work on the various stages of Reimbursable Agreements (coordinate and facilitate Discovery Meetings, request Budget Cost Estimates, draft Reimbursable Agreements and hand-off Reimbursable Agreement to the Program Implementation Manager (PIM).

· Prepare Powerpoint presentations for the NPI Portfolio Management briefings that Lead Planners give to the Technical Operation Districts and System Support Centers (SSC’s). I also used the portfolios to assist the Lead Planners find integration opportunities and Engineering Services find resource sharing within the different construction/installation centers.

· As a project engineer for the NAVAIDS Engineering Center (Atlanta), I worked on clearing Runway Safety Area (RSA) obstructions by relocating FAA NAVAIDS facilities (or facility components) from the RSA. I also worked on the design of several Runway Visual Range (RVR) systems. I prepared the design drawings and specifications and provided technical support to the resident engineer after the project was handed off to the NAVAIDS Installation Center. I also completed the Surveillance/Weather Engineering Center projects I was responsible for in my first year with the NAVAIDS Engineering Center, including the Airport Surface Detection Equipment (ASDE-X) Remote Units reimbursable project for the Runway 10R/28L construction project.

· I worked on the following NAS facilities: Localizer (LOC), Glideslope (GS), High Intensity Approach Light System with Sequenced Flashing Lights (ALSF-2), Medium intensity Approach Light System with Runway Alignment Indicator Lights (MALSR), Precision Approach Path Indicator (PAPI), Visual Slope Path Indicator (VASI), Runway End Indicator Lights (REIL), Distance Measuring Equipment (DME)

· Accomplishments: I completed the design for the ASDE-X Remote Units, including mounting one sensor on a thirty-foot pole installed on a post-tensed concrete parking lot deck.

· Project Closeout (I prepared As-Built Drawings from the red-line drawings, assisted contracting officer with contract close-out and cleared Joint Acceptance Inspection exceptions.

· I worked on the following NAS facilities: Airport Surface Detection System, Model X (ASDE-X); Automated Surface Observing System (ASOS); Automated Weather Sensors System (AWOS); Stand Alone Weather Sensors (SAWS); Low Level Windshear Alert System (LLWAS)

· Accomplishments: I received a time-off award for my work in the LLWAS RS (Relocation and Sustainment) program
