Assisted with the implementation of the Family Advocacy and Representation Program in Oklahoma child welfare region 2, empowering Oklahoma parents, children, and guardians involved in deprived (dependency) cases through uniform, high quality legal representation utilizing interdisciplinary teams consisting of attorneys, social workers, and peer mentors. Duties included:

• Developing and implementing organizational and regional policies and procedures consistent with statutory and ethical guidelines
• Recruiting, hiring, and training peer mentors and master's level social workers
• Providing leadership, guidance, and support to peer mentors and social workers
• Developing, implementing, and conducting training programs for attorneys, peer mentors, social workers, and external stakeholders
• Researching best practices and developing strategies to improve program outcomes
• Conducting outreach activities to engage local stakeholders in program implementation
• Establishing and maintaining relationships with key stakeholders
• Partnering with local organizations to expand access to social and community services and resources

Guided pilot implementation of the Parent-Child Assistance Program (PCAP) model in the Oklahoma City and Tulsa metropolitan areas and a one-year modification of the model (PCAP-1) in the Enid area. Duties included:

• Leading the extensive training and professional development of 6-8 case managers and an office assistant administering intensive home visiting services for up to 140 pregnant and parenting people with substance use and co-occurring disorders
• Providing substantial consultation and oversight to case managers
• Enhancing the continuum of care by partnering and collaborating with local and state providers and organizations to facilitate client access to available resources and services
• Developing and conducting outreach and periodic and ongoing training for potential local and state partners and stakeholders
• Developing and implementing policies and processes to improve program quality
• Conducting regular case audits to evaluate content and ensure superior services, accurate data collection, and model fidelity
• Collaborating with administrative and research staff to develop and implement closed loop implementation and training feedback systems to ensure program fidelity and quality.

Facilitated communication, collaboration, and data collection and sharing between the Oklahoma Parent-Child Assistance Program (PCAP); the University of Oklahoma College of Medicine Center on Child Abuse and Neglect (OUCCAN); Unite Us; and other partners for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Innovation Research Project to improve the referral and care coordination process between home visiting programs and cross-system community partners. Duties included:

• Providing training, technical assistance, and support to PCAP staff regarding the Unite Us case management and referral system
• Identifying and reporting barriers and concerns about the Unite Us application and recommending improvements
• Writing and presenting program and progress updates, including data reports
• Participating in regular learning and collaboration calls and meetings

Developed and executed an implementation plan for the statewide expansion of a new intervention for people experiencing substance use and co-occurring disorders. Duties included:

• Collaborating with cross-system local, state, and national leaders and stakeholders to create and obtain feedback on targeted training, technical assistance, and support for a specialized intervention for staff and leadership across multiple systems in the private and public sectors
• Researching, preparing, and submitting funding applications to support program enhancement and expansion
• Assuring compliance with federal and state standards, contracts, and best practice requirements for over 30 contracted providers
• Providing monitoring and support to over 50 sites implementing interventions, including conducting site audits to ensure data and program fidelity and quality
• Developing and conducting periodic and ongoing trainings and presentations for multi-system professionals
• Collecting and analyzing qualitative and quantitative program data

Acted as the program director for the Oklahoma Domestic Violence Fatality Review Board (OKDVFRB) and the manager for the Office of the Attorney General's STOP Violence Against Women Act (VAWA) grant. Duties included:

• Providing administrative support to the multidisciplinary members of the OKDVFRB
• Creating and conducting training and providing technical assistance and support related to domestic abuse, sexual assault, stalking, and human sex trafficking to state and local multidisciplinary professionals
• Conducting research, collecting and analyzing data, and writing, submitting, and publishing programmatic and financial reports to federal, state, and local agencies and organizations, including the Governor and State legislature
• Evaluating board policies and processes and developing and implementing new policies and processes to improve board and program functioning
• Developing and implementing new programs related to improving state and local responses to victims of domestic abuse, sexual assault, stalking, and human sex trafficking, with a special focus on marginalized and oppressed communities and victims involved with the criminal legal system

Assisted criminal justice and other subgrantees with designing and implementing projects and programs within a framework of relevant state and federal statutes, regulations, policies, procedures, and guidelines. Duties included:

• Providing training, technical assistance, and consultation to and grant program monitoring and oversight of more than 20 subgrantees
• Researching, preparing, and submitting grant applications and progress reports, including collecting and analyzing relevant data and information from subgrantees
• Auditing subgrantee files to measure and assess compliance with program goals and objectives
• Developing and helping implement new processes to improve subgrantee auditing and training

Provided training, technical assistance, and support to juvenile deprived courts, substance use treatment providers, and state and local community partners implementing drug treatment courts and related family-centered treatment programs. Duties included:

• Ensuring uniform understanding of and response to relevant state and federal legislation among state and local partners
• Assisting three (3) sites in developing grant-funded pilot programs in response to federal and state legislation
• Overseeing the implementation and fiscal activities of pilot programs, including collecting and analyzing data, preparing and submitting financial and progress reports, and conducting site audits to ensure program fidelity and quality
• Researching, preparing, and submitting grant applications to ensure continued funding of pilot programs

Acted as a collaborative partner between the child welfare system and the Oklahoma County juvenile dependency courts. Duties included:

• Ensuring child welfare understanding and execution of state and federal statute, child welfare policy, and court orders for more than 300 cases
• Providing information and support regarding child welfare policy and procedures to court officers, community partners, and service providers across five courtrooms
• Participating in system and process evaluation and improvement sessions with court personnel and child welfare staff

Provided professional development, training, and oversight for a unit of six (6) Social Security Title IV-E custody specialists and an administrative assistant. Duties included:

• Conducting training on and providing information about Social Security Title IV-E programs and eligibility to program employees and internal and external stakeholders
• Auditing hundreds of Title IV-E determinations and annual reviews for quality, timeliness, and accuracy to federal legislation and preparing and submitting monthly program reports
• Preparing for and assisting with Title IV-E federal audit activities
