• Pike & Associates, Ukiah, CA, 01/01/2004, Present, Executive Management, Strategic Planning & Consultant, Full government contracting and consulting for Native American governments and organizations. Consult with Tribes in California, Oklahoma, Nevada, Alaska and Washington State. Tribal Administration - Worked with several Tribal Governments in positions such as; Tribal Administrator, General Manager, Executive Director, responsible for multiple programs and projects such as; Aid to Tribal Government, TDHE- Housing Authority Development, Land Acquisition, Health Care Coordination, Indirect Cost Proposal Development, Human Resource Development, Education, Economic, Economic Development, Tribal Law Enforcement, Tribal Court, Cultural Preservation, and Roads Planning & Development. Worked with Tribes developing their core administrative systems such as; Personnel Policies, Fiscal/ Procurement, Records Management and Inventory Control Systems. Increase funding base, expanded existing programs, recruited competent staff, and increased administrative efficiency for Tribes within two years. In addition, currently working as Strategic Planner, Executive Management Consultant to Tribes researching, drafting grant proposals for community based projects, and identification of potential funding sources for submission to various federal agencies. Tribal Planning & Development -Developed and administered comprehensive social economic demographic needs assessments instruments for Tribal Governments allowing tribe to develop one, three, five and ten-year community development plans. Establish tribal data base to compile data. The needs assessment identified income levels, human resources, community education & training needs for tribal members, types of programs & projects the community wanted developed, and in what order of priority. I was appointed to tribal planning committees that made recommendations to Tribal Governments for projects such as education, housing, law enforcement, inter-tribal court boards, inter-tribal health boards, and Bureau of Indian Affairs (BIA) sponsored inter-tribal planning boards such as the negotiated rulemaking committee for Tribal Roads. Provided consulting and planning services for example grant writing, policy writing, inter-agency advocacy and research, including business development for tribes to implement projects in areas prioritized by Tribal Councils. Tribal Social Economic Planning - Developed community master plans for Tribes, that included the building of homes, administrative complexes, community centers, housing development, land acquisition plans, appropriate business development, roads, sanitation & sewer, systems and financing strategies to fund building the infrastructure of the tribal communities. Actively researched, and identified existing governmental federal funding sources, in order to assist with needed financing and to further community development goals. Researched and networked with private investors to design tribal exempt bonds for cost of project development goals. Engaged in due diligence research for tribes, in order to negotiate amount of bond interest rate, length of repayment terms, and identification of revenue stream to pledge, for repayment of loan. Worked with private investors to design bridge loan (start-up funds), based on revenue, generated projects that resulted in needed operating capital. Drafted revenue allocation plan to determine distribution of funds once revenue source was established. Helped establish a Tribal Corporation under the Indian Reorganization Act Section 17, and the Tribal Status Tax Act of 1982 (7871 Tribal Community Development Corporation).
• Tamaya Housing Inc., Bernalillo, NM, 08/01/2018, 03/01/2022, Executive Director of Housing, Housing development company and tribally chartered corporation that aims to promote home ownership among the tribal members of Santa Ana Pueblo, New Mexico. Through housing assistance, workshops, and other services, we hope to make our goal a reality. Establish housing office and staff operations and protocols. Developed and implemented Housing Policies for housing entity. Created Board Training and implemented training program. Developed strategic five-year housing development plan, including NAHASDA, HUD 184, Title VI. Created two (2) housing development subdivisions. Acquired several housing-related housing funding sources. Supervised staff, networked with federal and state agencies to construct tribal homes. Worked with the BIA concerning Tribal Status Reports for home ownership and title to property.
• Tanana Tribal Community, Tanana, AK, 01/01/2008, 12/31/2009, Consultant, The economy of Tanana Athabaskans is a mixed cash-subsistence system, like other modern foraging economies in Alaska. The subsistence economy is main non-monetary economy system. Wild resource use in many Athabaskan villages is predominantly for domestic consumption. Provided Executive Management, Compiled and drafted program reports to; Bureau of Indian Affairs, Reviewed Audit Develop Correction Action Plan. Submitted Financial Status Report to BIA, HIS, HUD. Worked on Public Safety Report for Tribe. Worked on Tribal Court Project including funding. Helped develop Elders Project. Worked on annual funding for Tribal Operations. Worked with Indian Health Service to clean up environmental hazard at old abandoned hospital.
• Chilkoot Indian Association, Haines, AK, 01/01/2000, 12/31/2001, Consultant, A Native Sovereign Nation. We integrate Chilkoot culture, values, and beliefs into daily life and work to improve the quality of life for our members and our community. We serve our members and community with housing projects, youth services, environmental efforts, transportation initiatives and cultural preservation activities. Provided administrative support to Tribal Government. Strategic Planning, worked on closing out Administration for Native American Project. Helped hiring Environmental Director, Negotiated Annual BIA 638 Contract, Drafted HUD project for several new homes.
• Lytton Band of Pomo Indians Rancheria, Santa Rosa, CA, 01/01/1995, 12/31/1997, Consultant, The Rancheria has 275 enrolled members. It has a casino in San Pablo, CA, and has proposed to build housing for tribe members, plus a winery and a hotel, just west of Windsor, CA, in Sonoma County. Responsible for Executive Management, strategic planning, grant writing, gaming / investor networking, Tribal Council training, staff training & development, multi-agency budget administration, public relations and community presentations.
• Guidiville Rancheria, Ukiah, CA, 01/01/1985, 12/31/1995, Tribal Chairperson & Tribal Administrator, Received federal recognition in 1992 and have a 44-acre parcel of land. Today the tribe is headquartered in Talmage, California. The tribe is governed by an elected council, headed by a chairperson. My areas of responsibility included: general governance, introducing and processing tribal legislation, establishing tribal court, writing and acquiring grants, advocacy for tribe with us congressional representative, researching and implementation of social economic strategies, drafting tribal constitution, tribal ordinances and engaging in tribal nation building.
