CAREER HIGHLIGHT

  • While serving as the senior air and missile defense lead planner and systems integration officer, Ground-Based Mid-Course Defense (GMD) interceptor program, our Nation came under attack. It was September 11, 2001, and I was assigned to the United States Air and Missile Defense Command / Army Strategic Command (USASMDC/ARSTRAT) located in the National Capital Region (NCR). On the morning that changed our Nation’s trajectory, I was only in the command two weeks and summoned to the CG’s conference room, where inter-agency senior leaders from the United States Security Service, Federal Bureau of Investigations, and other Pentagon staff were gathered to discuss potential defense planning and actions to protect the NCR critical infrastructure and personnel from further air and missile attacks. The following morning, our CG, my boss, and I met with Cabinet members, the Director USSS, and the Vice-President Dick Chaney in the Oval Office of the White House to receive the mission to develop the Air and Missile Defense Plan focused on defending the NCR and associated assets and provide a back-brief within 72 hours. COA’s were developed and formally presented to Inter-agency and Pentagon senior leaders before reaching the Secretary of Defense (SECDEF), the Honorable Donald Rumsfeld. As a Major in the U.S. Army, I was the primary briefer to the SECDEF which lasted ~45 minutes and resulted in a Concept of Operations (CONOP) and Executive Order (EXORD) being developed directly focused on the NCR-Integrated Air Defense Systems (IADS) mission. I was responsible for assembling and co-leading a team with an Air Force counterpart, of subject matter experts (SMEs) from across DoD, creating a “Tiger Team” comprised of over 120 personnel to plan and develop the CONOP and EXORD.
  • Conflicts arose, mainly due to the rank structure of the military. As a Major, I was advising, co-directing, leading, and running a project with critical oversight from the White House. There were some on the team that worked in support of my efforts but were of more senior ranks. These conflicts were personality-based, due to military customs and culture and were eventually overcome by my Senior leaders briefing the Tiger Team at large and assigning responsibilities. As a result of this project, in December 2001, the President of the United States and Secretary of Defense signed into existence the NCR-IADS EXORD and approved a final CONOP directing the defense of Capital Region and its critical assets. The NCR-IADS mission holds the responsibility of defending the Washington, D.C. airspace from hostile aerial threats by combining air-to-air and ground-to-air missile defense assets; and this mission continues even today. After the events of 9/11, the need to protect critical assets within the homeland became paramount. Operation Noble Eagle was established to perform homeland defense missions, which is a primary operational mission to date within the United States of America. I was awarded an impact Joint Service Commendation Medal by the Chairman, Joint Chiefs of Staff (CJCS) for my achievements. As a result of the mission success above, I was further detailed to the United States Secret Service (USSS) for approximately one year to assist in providing Air and Missile Defense expertise in planning and execution of follow on National Special Security Events, such as the 30th G8 Summit that took place on Sea Island, GA, with over 30 Heads of State from around the world including the President of the USA.
