  • Responsible for the oversight of a 56.1-million-dollar operation at FCI Memphis; to include 44-million-dollar yearly budget for the institution, 3.6-million-dollar FSA funding and 8.5-million-dollar in construction projects
  • During Continuing Resolution process, I ensure each request for purchase is within the parameters for funding as required
  • Once determined the request is within the criteria of an approved purchase during a CR, I advise the Cost Center Manager to proceed and ensure the funds are available to do so
  • Once financial allotments are received, I am responsible for evaluating each cost center to determine the disbursement amounts to be provided to each cost center
  • I advise the Cost Center Managers of the disbursement amount and provide guidance to them as how to proceed
  • Provide guidance to Cost Center Mangers/Department Heads on purchases and how to maintain their budget and credit card files
  • When cost centers need additional funds, I first scrutinize the amount of available funding within each decision unit and process reprogramming when available
  • If reprogramming is not an option, I seek guidance from our regional office
  • Monitor UFMS on a daily basis to ensure each cost center stays within their authorized budget amount and to ensure all credit card charges are reconciled appropriately in order to alleviate any negative impact on the available funding amount
  • Attend Community Relations Board (CRB) Meeting on behalf of Financial Management and provided various financial data to the board to strengthen the community ties for our complex
  • Stand Institutional mainline and serve as Institutional Duty Officer
  • Supervise and provide guidance to financial management staff on various issues regarding communication, leave schedules, and direction on the overall running of the business office such as procurement options, B&F projects, appropriation law, budgeting concerns, accounting procedures, etc
  • Provide guidance, information, and recommendations to the Executive staff on overall budgeting concerns, as well as staffing and position information

  • Review all obligations (open and closed) to ensure they are entered correctly and have detected errors and provided guidance as to how to correct the errors
  • Review B&F projects to determine if it is established, capitalized, and expensed appropriately and provided guidance to the Facilities Manager/General Foreman when an issue was determined
  • Resolve and review error messages produced from automated accounting system Unified Financial Management System (UFMS)
  • Ensure all Budget and Planning Meetings are held within the required time frames and advise each Cost Center Manager of the budget expectations for the fiscal year
  • Also work closely with the Executive Staff as to how to proceed and stay within our allotted funding amounts for the fiscal year
  • Provide oversight for the quarterly Salary Meetings and ensure the Salary committee receives the required documentation to be prepared for the meeting in order to have a clear analysis of the information
  • Enter and approve obligation request (BPQ) and approve payments (BIR, BIP, & BIO) in Unified Financial Management System (UFMS)
  • Attend meetings with the Warden/Associate Warden and have made recommendations regarding funding and overtime issues and concerns
