• Oversaw operations of three HealthChoice IL and MMAI Health Plans covering 1.6M recipients as an Account Manager in IDHFS' Bureau of Managed Care (BMC). Ensured compliance with contractual, policy requirements to improve health outcomes through equitable, timely, quality, medically necessary care
• COVID-19 Public Health Emergency (PHE) - Participated on HFS' cross-agency teams to implement and subsequently unwind from the PHE, developed and tracked MCO reporting on COVID-19 vaccinations
• Eligibility Redeterminations - Integral to the strategic development and oversight of HFS and MCO efforts to support eligibility redeterminations of over 3.5M Medicaid recipients, resulting in the successful redetermination and retention of 73% and connection to coverage of over 230,000 recipients no longer Medicaid eligible - ensuring program and recipient benefits of continuity of care
• Communication and Training - Represented HFS in hundreds of meetings and trainings with a broad range of internal and external stakeholders, developing materials and training on ACA Medicaid expansion, the Federal Marketplace, eligibility policy, managed care and the COVID Public Health Emergency, to ensure stakeholders had accurate information to support State efforts

• Formed and led a team of 10 program analysts to review, analyze, develop position papers over 100 proposed bills affecting FSSA and to testify and negotiate on bills moving through the legislative process
• Successfully worked with the Governor's Office, FSSA, legislative co-sponsors and outside interest groups to draft, negotiate and finalize passage of legislation authorizing Indiana's Children's Health Insurance Program (CHIP)
• Participated on an FSSA team of Medicaid and Division of Family and Children staff on implementation of CHIP, specifically streamlining and simplifying the medical application and training and coordinating enrollment outreach efforts of community-based organizations

• Participated on the team that researched, developed, revised and negotiated HIPAA, the Children's Health Insurance Program (CHIP) legislation (1997) and reauthorization of the Federally Qualified Health Center Program (1996)
• Prepared speeches, briefing memos, press releases, and summary materials for Senator Kennedy and other Committee members for press conferences, member meetings, committee hearings and floor debates
