Legal Review and Reform

  • Legal analysis of countries' birth and death registration and related laws to identify gaps to a well-functioning and integrated civil registration and vital statistics system and recommend how relevant legal instruments can be reformed, amended or created anew to better align with international best practices.
  • Develop resources and conduct training for in-country lawyers on international best practices for civil registration, vital statistics, and identity management (CRVSID) systems.
  • Work with and assist in-country lawyers and government stakeholders in identifying areas of priority for legal reform and taking the reform process forward accordingly, including by providing legislative drafting assistance.

Budget Advocacy

  • Support the development of the Budget Advocacy Toolkit and Framework for CRVSID Funding Sustainability to be used with local partners to plan and implement CRVSID budget sustainability efforts.
  • Support the pilot-testing of the Budget Advocacy Toolkit and Framework, which tested and determined the refinements and additions to the content.
  • Conduct research and develop materials, resources and presentations for work related to the Data for Health Program and the Budget Sustainability project specifically.

Capacity Strengthening

  • Support the implementation and revision of the Legal and Regulatory Review Toolkit for CRVSID
  • Facilitated workshops and meetings with lead government agencies, relevant stakeholders, and implementing partners of the Data for Health Initiative
