The Town had gone several years without the top position of Highway Superintendent due to health issues and during this time as Highway Foreman I performed the majority of the superintendents duties, the department was subsequently reorganized the Highway Department into a new Department of Public Works. I was offered the position of Highway Division Operations Manager and assumed that role in July 1999 which coincides with the fiscal budget year.
