  • Responsible for managing the construction and renovation of the Haitian National Police stations in Cite Soleil and Martissant and the main prison in Port au Prince.
  • Managed civil engineers in the development, design, budgeting and construction of two additional commissariats (police stations) for INL/NAS.
  • Completed three construction projects for INL/NAS on time and within budget ($5 million USD). All three structures withstood the 2010 Earthquake in Haiti.
  • Managed the police advisors' program to the Haitian National Police in Cite Soleil and Martissant areas.
  • Drafted curriculum and managing U.S police advisors in the teaching training and advising of democratic policing skills for the Haitian National Police.
  • Initiated the gathering of criminal statistical data program for the Haitian National Police and intelligence information in support of INL/NAS.
  • Managed the ordering and issuance of equipment and other logistical support for the Haitian National Police.
  • Ordered, received and issued police logistics in support of INL/NAS for the Haitian National Police in Cite Soleil and Martissant.
  • Managed the arrival/departure, housing and logistical support for the NYPD officers deploying in support of an INL training effort.
  • Worked with Department of State/Diplomatic Services in the recovery of approximately 500 U.S American Citizens after the earthquake in 2010.

  • Assigned as the Director of Transition and reported to the Deputy Police Commissioner for Development of the Kosovo Police Service.
  • Total of 35 construction projects completed at an estimated $20 Million USD. The projects encompassed all six regions of Kosovo to include the border.
  • Program Manager for Construction of Police Facilities. Maintained a budget, ordered logistics for all 52 KPS Stations in Kosovo. Worked daily with all senior KPS Commanders as well as Kosovo government officials.
  • Lead a team of U.N Police during the Kosovo riots in March 2004 safely extracting dozens of innocent persons. Department of State Citation awarded for actions.
  • Assisted U.S UNPOL in the incident and investigation on April 17th 2004 (Mitrovica Prison) where 3 U.S. UNPOL were killed and many injured.
  • U.S. Embassy Liaison Officer / UNMIK-KPS Representative. Provided competent KPS for assignment at the U.S Office (Embassy) in Pristina.
