  • I joined the agency in 2009-2014 and have worked as a GS-5-line inspector.
  • In 2014, I assumed the role of GS7 Relief Inspector.
  • I am currently employed at a young chicken slaughtering facility.
  • I have been trained in the recognition and regulatory disposition of product (Postmortem disposition).
  • My overall responsibility is for the on-line inspection of raw young chickens accepted into the food processing facility.
  • I make daily decisions with regards to any quality issues and to assure the product is safe, wholesome, and unadulterated for human consumption and ensuring nonconforming product such as mutilation, contamination and pathology are marked and placed in the appropriate areas.
  • I maintain a daily log of quality issues concerning the product.
  • I monitored operational sanitation and safety issues around my work area.
  • I have experience with communicating with offline CSI inspectors, as well as establishment management regarding the everyday functions of the evisceration department and any sanitation concerns, I may identify.
  • When my duty involves floor time (off-line inspection), I assist PHV in performing antemortem inspections, ensuring the welfare of the product according to commercial practices that manage the product humanely.
  • I have shadowed the CSI performing various task such as presentation checks, finished product standards, line speed verification, salvage/reprocessing checks, HACCP and SSOP tasks, including monitoring carcasses as they exit the chiller for compliance with 9 CFR 381.66 (product temperature), zero tolerance checks by collecting a random sample of ten carcasses per evisceration line and checking the product for compliance with zero tolerance for fecal contamination.
  • I am confident in my ability to perform these tasks independently.
  • I have shadowed the CSI perform random carcass sampling for the presence of salmonella and/or campylobacter, rinsing the whole bird using aseptic techniques, preparing the sample for shipment, and checking the lab through PHIS to ensure it was able to receive the sample.
  • I have assisted with the review of the establishment records to ensure establishment personnel are performing, monitoring and verification procedures in the manner and at the frequency described in the HACCP and SSOP plans, corrective actions and preventive measures are being implemented after a noncompliance is identified and pre-shipment reviews are performed.
  • I assist and shadow the CSI in touring the facility and observe the conditions of the work environment as they pertain to the Sanitation Performance Standards requirements of 9 CFR 416.1 thru 416.5.
  • I am very observant and aware of details in the production areas and knowledgeable about all areas of the establishment.
  • I am also knowledgeable of the relationship between SPS and Sanitation SOP in that; SPS regulation defines what the establishment sanitation effort must accomplish to maintain the facilities and environment in a sanitary condition and meets compliance with SPS requirements set by the agency.
  • The SSOP plan is a written document the establishment must maintain outlining Sanitation Standard Operating Procedures (Sanitation SOPs) the establishment must conduct before and during operation which is necessary to prevent the creation of insanitary conditions and meet the sanitation performance standards (SPS).
  • I am confident in my ability to perform these tasks independently.
  • Example of monitoring sanitary conditions - after the mid-shift break rinse down when I returned to my inspection station, I observed the area around my station had not been cleansed, upon further investigation, I could see up the line that the eviscerator had excessive fat, meat and intestines left on numerous probes.
  • I stopped production on the line and notified the CSI offline inspector.
  • The CSI notified the production supervisor who removed the intestines and rinsed the meet and fat from the eviscerator.
  • When acceptable sanitary conditions restored, the off-line inspector instructed me to start the line.
  • Later I reviewed the noncompliance record that was issued due to my observation of this insanitary condition.
  • Example of HACCP noncompliance – while shadowing the off-line CSI perform a finished product standard(pre-chill) test, I observed a chicken with feces on the leg going pass the final washer which is the critical control point (CCP).
  • I pointed it out to the CSI who had the line stopped and removed the chicken from the line for further inspection.
  • Upon further examination of the chicken carcass, there was fecal matter discovered on the leg of this carcass.
  • This is a monitoring deviation of the plant’s HACCP Plan.
  • I observed the CSI monitor the corrective actions initiated by the plant.
  • Because of my observation the CSI issued a noncompliance record.
  • I observed the CSI enter the noncompliance into PHIS and researched the appropriate regulations, determining that 9 CFR 417.1 applies to this noncompliance.
  • While performing post-mortem inspection, the establishment changed lots and suddenly I began observing multiple birds with airsacculitis.
  • I was unable to keep up and had to continuously stop the line for my helper to hang the diseased birds on the reprocessing line.
  • I notified my supervisor who evaluated the line and reduce the line speed to a rate which enabled me to more adequately inspect birds presented to me.
  • My actions directly impacted our team's ability to accomplish the mission of our agency by protecting the consumer.
  • Example of Good Commercial Practice, I assisted the Public Health Veterinarian PHV to the live hang area to check birds antemortem and noticed two of the cages had holes in which a bird had one wing and the head sticking out and a wire that was loose.
  • I immediately brought this to the PHV’s attention.
  • The cage is under maintenance.
  • On one occasion, I observed an employee throwing chickens into the drain which was causing the drain to clog.
  • I notified the CSI, and she addressed this issue in the weekly meeting with establishment management.
  • After disciplining the employee, the drains now function properly.
