Criminal Alien Program (CAP), January 2020-Present:

Conducted interviews and determined alienage at the local county detention facility and identified violators of Immigration and Nationality laws by conducting interviews and determining alienage and placing immigration detainer's as required that are subject to removal. Utilized several data systems such as: Integrated Automated Fingerprint Identification Systems (IAFIS), Interagency Border Inspection System (IBIS), Central Index System (CIS), National Crime Information System (NCIC), Treasury Enforcement Communication System (TECS), and Person Centric Query Service (PCQS), ENFORCE (EARM) and EAGLE (EID). Have requested and obtained Judgement and Conviction documents (J&C’s) records to support removal charges. Maintain and foster an extensive liaison with federal, state, and local enforcement agencies. Gathered intelligence, information, and evidence by effectively utilizing techniques of interviewing and debriefing. Processed two to four cases daily in EARM and EAGLE and created necessary forms such as: Notice to Appear (I-862), Notice of Custody Determination (I-286), Warrant of Arrest for Alien (I-200), Record of Deportable/Inadmissible Alien (I-213), and taken sworn statements.


Removal Coordination Unit, November 2016-December 2017:

Coordinated with the San Antonio Field Office (Removal Coordination Unit) when conducting internal/external transfers within the SNA Area of Responsibility and scheduling removal flights. Enter data/retrieve Electronic Travel Documents (ETD) for Travel documents. Coordinate and schedule with Consulate for interviews. Ensure threat assessments and all record checks are completed prior to flight removals occur. Ensure proper documentation is provided to the dominator and other resources or information is disseminated to those appropriate departments. During this period coordinated two flights to El Salvador. Coordinated with the Consular Officer of El Salvador in obtaining travel documents and ensured all pertinent documents for flight were present for flight removal. Close out cases in EADM & EARM.


Docket Case Management Unit, March 2015-October 2016:

Responsible for a portion of detained docket. Conducted credible fear docket at the Laredo Detention Center. Reviewed non-citizen files (A Files), Temporary Files (T-Files) for accuracy of charges and required documentation; and created work files when A-Files and T-Files not available. Closed all completed A/T Files. Performed case management of alien custody through EOIR process. Made recommendations regarding appropriate actions based on a comprehensive knowledge of case histories; conduct difficult, complex, and sensitive investigations; prepare investigative reports; conduct legal research to support decisions on deportation/exclusion cases. Conducted family unit processing (FAMU) when detailed to the South Texas Family Residential Center (STFRC) in Dilley, TX by creating and executing family release plans on families that do not meet detention requirements by processing cases with a Parole Release or Order of Release on Recognizance. I have reprocessed cases in EARM and EAGLE and created necessary forms such as: Notice to Appear (I-862), Notice of Custody Determination (I-286), Warrant of Arrest for Alien (I-200), Record of Deportable/Inadmissible Alien (I-213), and taken sworn statements.


Contracting Officer’s Representative (COR), November 2016-December 2017

As a Contracting Officer Representative (COR) for the ICE ERO Office in Laredo, Texas I received my Federal Acquisition Certification in Contracting Officer’s Representative and met the requirements for Level II Certification in November 21, 2016. I conducted oversight in the detention management services for two different detention facilities in the ICE ERO Office in Laredo. The Rio Grande Detention Facility a 672 ICE detainee capacity which is rated PBNDS 2008 and Webb County Detention Center-CoreCivic a 499 ICE detainee capacity which is rated as PBNDS 2011. Performed on-site surveillance in accordance with the surveillance plan as per contract. Document surveillance activities and provide a copy of documentation to the contracting officer. Review technical proficiency and compliance against the technical provisions of the contract and verified the performance of work by the contractor. Oversight of the contractor’s work performance as it pertains to ICE detainees; and ensure stakeholder’s compliance with all detention standards and reviewing invoice payments as it relates to ICE detainee bed agreements. Coordinated with the appropriate program office any actions relating to funding and changes in the scope of work. Become familiar with the stake holder’s Post Orders, Policies & Procedures and Emergency Action Plans.

I performed as a first line supervisor who directly supervised a unit of Immigration Enforcement Agents and conducted the following duties according to my experience and training: Criminal Alien Program (CAP), ICE Air Operations, Budget & Detention Management and compliance of National Detention Standards (2000) and the Performance Based Standards (2008). I set the goals to be accomplished by Enforcement Agents, set and adjust short-term priorities, prepare work schedules, schedules for completion of work, and assign work to agents based priorities, selective consideration of the difficulty and requirements of assignments; the capabilities of employees, evaluate work performance of subordinates. Provide advice and/or instruction to employees both work and administrative matters; such as leave issues and issues relating to employee labor relations. Heard and resolved complaints of employees. Identify developmental training needs of employees, providing and arranging for needed develop and training while finding ways to improve productivity or increase the quality of work as directed. Prepared and initiated work performance plans for employees.

As an Immigration Enforcement Agent I assisted by coordinating all ICE ERO IAO charter aircraft and long-range charter missions both outside and within the borders of the United States for the Laredo ICE ERO Office. I assisted IAO missions by guiding by various internal and external policies and procedures, such as medical regulations, financial obligations and contractual guidelines. When assigned I was accountable for the coordination and resolution of any operational or logistical issues related to movements using ICE leases charter flights. The following required close coordination with ICE HQ, field management personnel, and/or contract representatives.

Coordinated with foreign consulates during repatriation efforts, ensuring smooth transitions for deportees back to their home countries.
