Commanded the AF's largest contracting squadron (221 military/civilian airmen) supporting the DoD's
largest joint base through 2.2K annual contract actions & a $3B portfolio. He provides business
leadership & acquisition guidance to 267 joint mission partners including 20 Wings/Brigades, 12
FOAs, 3 NAFs & 8 HHQs. Additionally, he ensures mission-readiness for 45 contingency contracting
officers to support worldwide operational deployments.

Leads a 6 person team developing contracting operational plans, training, & exercises for wartime missions and advises 9 Operating Locations and 1-star command team. Develops tactics, techniques & procedures to implement Operational Contract Support doctrine and leverage ACE concepts to drive
changes in Contracting ops. Serves as AFNORTH Senior Contracting Official responsible for C2 planning and execution of homeland defense & disaster response.

Leads 116 contracting professionals supporting AFTC, 8 Wings/equivalent, 41 tenant units at AF's largest installation. Manages $9B contract portfolio & 2.1K annual contract actions for RDT&E & installation support to 117K personnel. Senior military business advisor, supervises military readiness of 30 Airmen for worldwide contingency mission ops. Engages MAJCOMs, SAF/AQC, DoD & corporate industry to facilitate mission execution & ensure proper manning

Assists group commander in leading 800 personnel in 7 squadrons at 4 locations; supports USAF's sole surety mission in high-threat area. Responsible for $2.6B real property/3.3K acres & 650 contracts worth $713M; directs $650M/622 member base service contract. Oversees secure, tactical ground & air movement of Joint forces in SE Turkey & TACON of 4 UH-60s, 12 CLAVs. Provides support for a joint-use USAF-Turkish air base plus NATO forces, including a $107M annual O&M budget

Leads university's graduate level education program on systems acquisitions for DoD's 156K+ acquisition workforce. Globally implements Defense Acquisition Workforce Improvement Act to develop DoD's procurement professionals. Collaborates w/OSD, Services, Warfighters, academia & industry to apply latest policies & acquisition best practices. Conducts research to advance agile methodologies/practices to reform the DoD for greater performance/affordability.

Provides staff-level interface with Offices of SECAF, USECAF, CSAF, and VCSAF for Congressional relations. Analyzes national security and DOD strategic policy for engagement with Congress, committees, and staff members. Works directly with Members, Congressional staff, and AF leaders on plans, programs, and policies impacting AF. Advises SECAF and CSAF on Congressional meetings and testimony; plans and executes Congressional/Staff travel

Leads 7-person branch responding to over 4,000 Congressional inquiries annually on behalf of SecAF and CSAF. Resolves White House and Members of Congress constituent inquiries, coordinates and drafts Air Force responses. Coordinates with Secretariat, Air Staff, OSD and other gov't agencies to research inquiries and provide responses. Contingency Contracting Officer fills critical 1:1 ops dwell tempo to execute national security objectives and warfighter world-wide requirements.

Leads geographic contract management office performing administration of $2.2B FMS contracts portfolio for Kingdom of Saudi Arabia. Supervises 9 professionals ensuring contract cost, schedule and performance are on-target for 92 diverse programs. Provides guidance/priorities to Saudi military to build strategic capacity & enhance regional defensive capabilities. Controls $1M operational budget and enables full spectrum DCMA operations throughout an area larger than Texas.

Develops acquisition strategy; prepares solicitations, evaluates proposals, executes awd in best interest of the gov't. Ensures acquisition procedures are in compliance with FAR, DFARS, AFFARS, AFDW policy and public laws. Interacts with gov't/corporate officers to resolve complex contract issues; provides combat and disaster ready support.

Integrates logistics disciplines for air and ground transportation, supply management, fuels, vehicle management and logistics plans.
