During County service while working in Acquisitions for approximately 15 years Many unique challenges have arisen. Sacramento County has very diverse spectrum of projects which require fee acquisition of Real Property, or acquisition of specific real property rights, like Easements. Previously the role as Real Estate Officer II was to negotiate acquisition terms with property owners or their agent. County of Sacramento acquisitions projects many times operate under threat of Eminent Domain. Use of Eminent Domain is delegated from County of Sacramento Board of Supervisors via Resolution to County staff to finalize and execute acquisitions.
Our primary client we work with is County of Sacramento Department of Transportation (DOT). DOT has significant number of projects in various stages of completion at most times. Acquisitions has acquired on behalf of DOT, fee simple interest, utilities easements, public facilities easements, roadway easements, above ground utilities easements, sound-wall easements, landscape easements, ingress and egress easements, open space preservation easements and temporary construction easements. I have acquired rights of entry for inspection and testing.
Significant experience negotiating leases for commercial property. Duties were focused on negotiating leases for County facilities. Responsible for property management issues that arose while leasing space from private Lessors.
Job responsibilities included numerous aspects of management related to County “Leased” facilities. Assigned to a County of Sacramento leased portfolio of 50 facilities comprised of approximately 845,483 square feet.

During my time as Program Manager I have maintained the County of Sacramento Real Este Division as a California Department of Transportation Local Public Agency (LPA), authorized with the highest Level 3 Certification. Said Certification is renewable every 3 years and I was successful in 2020 and most recently in 2023. This authorization is effective as of July 27, 2023 and, absent earlier cancellation or modification, will expire on July 27, 2026

The team takes the time necessary to validate public concerns, negotiate in good faith and in a timely manner, to both improve public perception of Sacramento County's 5overnance, but at the same time be mindful of the overall project / construction timeline goals. This approach not only ensures a higher degree of satisfaction by the members of the public; but has likely resulted in countless savings on very costly legal costs and associated staff time by validating and resolving the concerns of each impacted property owner before formulating RON and ED proceedings, thus avoiding the judgement of the court system. These continued efforts over the years are deserving of consideration for excellence in service.

I was responsible for property management issues that arise while leasing space from a private Lessor., My responsibilities included numerous aspects of management related to County “Leased” facilities. I was assigned to a County of Sacramento leased portfolio of 50 facilities comprised of approximately 845,483 square feet. I negotiated the required leases on behalf of the County, and prepare the Lease for approval by the Sacramento County Board of Supervisors. Upon approval a Resolution is adopted which allows the Director of General Services to fully execute the Lease. The Real Estate Division (RED) is the point of contact for all tenant improvement requests within my assigned portfolio. I facilitated addressing issues between the tenant department, the Lessor, and property managers as it relates to property maintenance issues. I was responsible for getting approved County vendors to perform services and tenant improvement projects within my portfolio. I coordinated with these vendors to get tenant improvement bids, generate a project time line, and follow up with the tenant to ensure the work is completed. My duties also included performing site searches for tenant agencies looking for new space in a particular market. These new leased locations required a great deal of coordination between tenant agencies, Facility and Property Services, Architectural Services Division, the Lessor and their agents and counsel. I assisted in the preparation of the Allocated Cost Package for facilities which are used to identify the facilities budget for the next County fiscal year.
I coordinated securing the required CEQA Notice of Exemption for Lease which requires approval by the County Board of Supervisors.
My County of Sacramento leasing activities during my employment have resulted in the consummation of 23 new County Lease Facilities totaling approximately 348,000 square feet. In addition I have negotiated numerous lease renewals, net expansions, rent reductions and terminations over the last 17 years.
