Company Overview: Natural Resources Conservation Service (NRCS)
Responsible for supporting agreement management activities throughout the full agreement life cycle to include assisting Program Managers in initiating the NFO, execution, monitoring and close-out on all agreements assigned to the state of Alabama.
Conducts post award management and oversight to include monitoring of the use of funds and activities by recipients, assists the technical points of contact with agreement management activities to monitor agreement work.
Assists Program Managers, both internal and external to NRCS, in developing documents, facilitating, and managing the agreement initiation, monitor, and control processes so that agreements are properly authorized, and performance is in accordance with established schedules.
Maintains all agreements with new and current Recipients by coordinating with Recipients, other entities involved in partnership with NRCS, and the Grants and Agreements Specialists to ensure all required documentation is accurate and uploaded to the Service Now Portal to activate agreements in the ezFedGrants system so that Recipients may commence work with local partners and landowners.
Once agreements are finalized in the ezFedGrants database, ensures Recipients receive all documentation for their records and maintains an ongoing relationship with all Recipients throughout the lifetime of the agreement to ensure timely submission of all reports and payments via the ezFedGrants Portal, assist in resolving any issues, monitors and tracks all quarterly and annual reports, assist Recipients in answering any questions to complete the required documents via the ezFedGrants Portal.
Facilitates all Amendments with Recipients and Grants and Agreements Division in resolving any issues and timely completion.
Ensures that as requests for payments are made, all documentation is completed accurately, supporting documentation is sufficient and that the Recipient is current in the SAM.GOV system.
Provides technical advice to management and program officials on the interpretation of regulations and guidelines and their application to complex problems.
Ensures operations conform to appropriate principals and standards, provides the required degree of internal controls to meet compliance and reporting requirements that directly affect program goals and objectives.
Initiates and formulates the execution of policies and procedures and directives for implementation and interprets regulations to ensure statutory compliance.
Takes part in planning sessions and discussions of innovative ways to carry out assigned programs and new programs.
Researches and identifies existing program concepts and techniques to achieve an effective outcome.
Monitors activities identified for special interest to keep leadership informed of developments through conferences and briefing papers.
Studies work methods, administrative and business guidelines, procedures, work assignments, delegations of authority, management controls, information, and documentation systems.
Documents findings of studies and prepares recommendations for implementation of new systems, procedures, and organizational changes to make the organization conduct operations more effectively.
Develops strategies and initiatives designed to conduct research and analyzes outcomes and outputs related to programs, workforce and organizational development.
