Joint Network Communications Center Chief
1 Year- LTC Goodall served as the G‑6 Operations Division Chief throughout the 76‑day federal government shutdown from 14 February to 30 April 2026. Ensured uninterrupted communications support to ongoing Federal Protection missions, maintaining full operational readiness across the NORTHCOM theater. Provided leadership, technical oversight, and sustained operational focus which guaranteed all mission elements were properly resourced and able to execute critical operations without degradation.
- LTC Goodall served as a senior planner and G‑6 representative within the White Cell for Exercise Vibrant Response 26. Proven diligence throughout the planning cycle and professionalism
during execution enabled seamless communications support to NORTHCOM's CPXs. Contributions were essential to the validation of the two‑star headquarters for crisis response and consequence management within the NORTHCOM theater.
- As an augmented Army Reservist to the US ARMY WESTERN HEMISPHERE COMMAND G‑6 during the Vigilant Shield 26 Exercise, LTC Goodall provided exceptional planning support and technical expertise. He played a pivotal role in developing TTPs and
SOPs that strengthened the headquarters' communications posture and readiness. His efforts directly
supported USAWHC's transition to its role as the Army Service Component Command for both
NORTHCOM and SOUTHCOM, enabling standardized, mission‑ready communications processes
across both theaters.
- As the senior Field Grade Signal Officer within U.S. Army North, LTC Goodall led and mentored a team of Majors, Master Sergeants, and a Sergeant First Class, ensuring their success
across multiple mission‑critical functions. His oversight of personnel performing COMSEC duties ensured strict compliance with Army communications security requirements. Concurrently serving as the G‑6 historian, he ensured accurate quarterly reporting of directorate achievements. His leadership
significantly enhanced the professionalism, readiness, and effectiveness of the G‑6.
Medical Communications Planner
10 Months- LTC Goodall served as the S6 OIC and Senior Signal Chief with 3D Medical Command Forward (3D MED) directly managing IT asset functionality for over 1,000 personnel geographically dispersed over 12 countries, across 17 different locations, within the CENTCOM area of responsibility (AOR). He was responsible for identifying and troubleshooting all 3D MED information systems within the AOR. He developed an operational plan facilitating the fielding of the Distributed Tactical Communication Systems supporting theater operations.
- Within two weeks of arriving into theater, LTC Goodall deployed forward to Israel in support of CENTCOM's Joint Logistics Over the Shore (JLOTS) mission that established a multi-domain, foreign humanitarian assistance operation, Operation Neptune Solace, in the hostile area of operations near the Gaza strip. Operating outside of his conventional role as a Signal Officer, LTC Goodall was hand-picked to serve as a Medical Liaison Officer (LNO) for the ARCENT Surgeon Cell supporting the overall JLOTS Operation in support of Neptune Solace.
- LTC Goodall synchronized with the Israeli Defense Force and established partnerships with four Host Nation medical facilities located in the Israeli cities of Ashelon, Ashdod, and Tel Aviv. He integrated a medical communications plan into the CG's overall health service support plan. In coordination with Coalition Partners and the Israeli Combined Coordination Center at Hatzor Air Base, LTC Goodall accomplished the objective to streamline the communication flow to host nation hospitals with real-time tactical communications.
- LTC Goodall's MEDEVAC plan was successful in optimizing the process of supporting over 60 MEDEVAC and casualty evacuation (CASEVAC) patient movements to host nation hospitals. His successful establishment of a capability for Israeli MEDEVAC helicopters to communicate directly with the British-controlled Cardigan Bay vessel for MEDEVAC Operations off the helicopter landing zone platform of the ship proved to be critical. LTC Goodall optimized MEDEVAC capabilities for the rest of the mission with his process-improvement.
- Outstanding meritorious service while serving as the Senior Signal Chief and Medical Communications Liaison Officer of the 3D Medical Command Forward's signal communications section in support of Operations Spartan Shield, Inherent Resolve, and Neptune Solace. LTC Thomas J. Goodall's commitment to leadership, professionalism, and dedication to duty contributed to the success of the mission. His actions are in keeping with the finest military traditions and reflect great credit upon himself, the 3D Medical Command Forward, the 1st Theater Sustainment Command, and the United States Army.
Joint Sourcing Training Oversight Program Lead
1 Year 5 Months- Served as the designated Army Liaison Officer tasked to coordinate Army specific training tasks – as directed from FORSCOM HQ to the Department of the Navy and Air Force in order to integrate USAF Airmen and USN Sailors through a regimented pre-deployment program located at the Fort Bliss Training Area in El Paso, TX.
- Also served as the designated Battalion S-6 Communications Officer – ensuring that unclassified email connectivity was established and maintained for a mobilized Task Force of 80 Soldiers while leveraging the ARMY-365 Email system and maintaining a file repository on the Microsoft TEAMS Collaborative Tool System.
- Coordinated training exercises, ensuring compliance with military standards and safety protocols.
- Supervised logistics operations, optimizing resource allocation for mission success.
Communications Manager
4 Years 8 Months- Served as an Event Manager for the Joint Cyberspace Communication Center (JCCC) at USCENTCOM HQ, MacDill AFB, FL. Responsible for managing, implementing and tracking all Authorized Service Interruptions (ASIs) which take place throughout the CENTCOM AOR, to include maintaining a log and status of outage reports at various US Embassies as well as connectivity status of the CENTCOM Partner Network (CPN) across the theater of operations. Daily duties and responsibilities included maintaining real-time active communication links/tunnels and troubleshooting with personnel assigned to the JCCC – including the DISA-CENTCOM Contract Team along with ASI Managers and Forward-Deployed J6 Technicians in the field and assets assigned to US Embassies. Daily activities of the CENTCOM AOR connectivity status are reported to the JCCC Director as well as the J6 for USCENTCOM.
- Knowledge Management Trainer: Provided training for newly assigned personnel to USCENTCOM on Knowledge Management and Information Management Fundamentals, Collaborative Tools, and overall best practices when it comes to KM. Training sessions also included the overview baseline concept for maintaining B2C2WGs across the Command for assigned ‘Role Coordinators’. Also served as the Records Custodian for the Knowledge Management section while routinely interfacing with the Records Management Team at the Command. Also supported the annual ‘Internal Look’ Exercise at USCENTCOM for 3 of the last 4 years while working alongside and supporting various Mission Partners and Exercise participants across the Joint-Force with access to the CENTCOM Partner Network.
- Event Manager: Provided real-time connectivity status on forward-deployed Communications throughout the CENTCOM AOR for the Joint CENTCOM Cyber Center (JCCC) Director and J6.
- Desktop Support – Lead: Led a 15-person team of Contractors supporting daily Customer Service Support (CSS) requirements for the J6, to include providing hardware for routine CENTCOM conference requirements. Facilitated the upgrade to the WINDOWS 10 operating system for over 1,000 users at the HQ. Supported the “Internal-Union” exercise with all necessary connectivity requirements.
- Commanders Communications Team – Lead: Led a 4-person team of Contractors responsible with maintaining secure around-the-clock communications for the Commander of USCENTCOM at his residence, office, and while traveling CONUS/OCONUS.
Chief of Demobilzation Operations
1 Year- Served as the lead Officer in the 120th Infantry Brigade to coordinate and track movements of Units returning to Fort Hood from 3 separate Areas of Operation while serving as the liaison to Home Station Commands while Units were Forward-Deployed across USCENTCOM, EUCOM, and SOUTHCOM.
- Developed and briefed a tracking system which outlined the schedule for Units returning to Fort Hood, TX while also implementing and executing a 14-day Quarantine schedule of events throughout the COVID-19 pandemic and worked with the COVID response Task Force.
- Successfully redeployed over 100 Army Units and which included over 10,000 Soldiers throughout the year, while also working under the limited constraints and remote resources during the COVID-19 pandemic.
Signal Detachment Commander
1 Year- Officer in Charge of the A/392nd Signal Detachment, a forward deployed Signal Detachment that operates, maintains, and defends (OM&D) theater operational and strategic Command, Control, Communications, Computers, Coalition, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems to enable combat and support operations for major units including USFOR-A, a Train Advise Assist Command for the Afghanistan National Army, USCENTCOM, Other Government Agencies, Coalition, and Allied forces in support of OPERATION FREEDOM'S SENTINEL and NATO OPERATION RESOLUTE SUPPORT throughout Afghanistan. Provides mission command to over 39 Soldiers and 100 contractors throughout the Greater Kabul Metro Area at 4 dispersed Direct Signal Support Teams, including Signal Support to the US Embassy. Responsible for the oversight of signal communications equipment and service contracts worth over $40 million in a combat zone.
- Provided C5ISR support to over 10,000 customers at 5 major sites across the Greater Kabul Metropolitan Area (GKMA) including the Resolute Support Headquarters (RSHQ), the New Kabul Compound (NKC), Hamid Karzai International Airport (HKIA), Forward Operating Base (FOB) OQAB, and the US Embassy.
- Provided network upgrade requirements of Technical Control Facilities (TCF) at 3 prime locations in Kabul, Afghanistan while also conducting retrograde operations that provided resources to other units within the CENTCOM AoR – improving the reliability and redundancy of network and power capabilities at all required sites while deployed.
- Successfully led joint signal teams at multiple sites throughout the Greater Kabul Metropolitan area (GKMA) of Afghanistan which ultimately supported the US FORCES-AFGHANISTAN (USFOR-A) Command, Interagency elements and mission planners from the Train Advise Assist Command (TAAC)-Air G6 groups with the ability to securely communicate while also serving as a Foreign Disclosure Representative (FSR) at the New Kabul Compound.
- Effectively managed a 140-member team by exercising initiative, shared understanding, technical expertise, and team building – resulting in becoming a Bronze Star Medal recipient for the overall mission accomplishments throughout a successful deployment.
Communications Planner & Integration Analyst
3 Years 2 Months- Supported communications planning efforts for the expansion of SOF personnel and training areas at the US ARMY Base located in Baumholder, Germany. While working closely with SPAWAR and the posture planning section from SOCAF. Proof-of-concept and outlined analysis highlighted the benefits of maintaining the US Military Installation in Germany.
Provided direct communications support for personnel in the J3-International Section of USSOCOM while maintaining the operational readiness of a plethora of Communications Systems at various classification levels throughout the workspace for both US and Coalition Military personnel. - Successfully planned, fielded, installed, operated, and maintained communications systems within a new facility at USSOCOM HQ. Communications equipment consisted of: 120 NIPR Computers, 16 SIPR Computers, 120 VOIP Telephones, 100 BICES Terminals, 6 separate VTC Systems at all available classification levels, and audio / visual equipment across 5 separate conference rooms and work areas of the Command’s J3-International division.
- Played a key role in managing the required coordination of successfully installing the first ever (non-FVEY) Coalition National Computer System at USSOCOM HQ. The German National Computer system was the first ever install to take place at USSOCOM. This later paved the way for follow-on Coalition National Systems at the HQ to include systems for Spain and France. Also ensured continuous connectivity for all FVEY specific systems – supporting liaison and exchange Officers from The United Kingdom, Canada, Australia, and New Zealand.
- Provided initial onsite communications internal support for all personnel within the J3-I on Communications Systems operating on various network enclaves such as: NIPR, SIPR, VOIP, BICES, JWICS, and VTC services.
- Leveraged the utilization of the CENTCOM PARTNER NETWORK (CPN) for various Mission Partners assigned to USSOCOM from select NATO countries – to include International Liaison Officers from the countries of Jordan and Singapore. While utilizing the CPN with designated Mission Partners, the use of the Trusted Network Environment was also installed, operated and maintained at USSOCOM in a successful effort to share critical information through established bi-lateral agreements between select countries.
Joint Signal Detachment Commander
1 Year 11 Months- Joint Communications Detachment Commander responsible for tactical and garrison planning, coordinating, and execution of training and mission-related duties. Provided Detachment administrative management and technical support to the Joint Communications Support Element. Planned and managed the Deployable Joint Command and Control Suite (DJC2) and assigned Communications Equipment in support of the USAFRICOM Commander as the Standing Joint Force Headquarters. Maintained a positive command leadership climate and developed discipline and cohesion within the Squadron. Responsible for the welfare and professional development of teams of subordinate Service Members, 4 DoD Contractors and 2 Government Service Civilian Employees. Maintained 100% accountability of $10 million worth of equipment, facilities and vehicles assigned to the detachment in Vicenza, Italy while supporting the Global Response Force.
- Successfully planned, executed, and supported multiple deployments to various African Nations – providing rapid deployable secure-communications to the Task Force Commander – supporting USAFRICOM & SOCAF in locations such as: Morocco, Cote d’Ivoire / Ivory Coast, Nigeria, Ethiopia, Cameroon, and the Democratic Republic of the Congo.
- Supported planning for the crisis in Libya as part of an organized Joint Task Force (JTF) for US AFRICA COMMAND.
- Planned, developed and successfully executed numerous return trips to the African continent which included the African Lion Exercise in Morocco resulting in the largest full scale DJC2 deployment on the continent to include transporting all equipment and personnel on a U.S. Naval ship across the Mediterranean Sea for the first time ever for the Unit.
- Conducted a successful training exercise which supported the US ARMY AFRICA Command’s S-2 / Intelligence section with the capability to communicate via the Coalition Joint Worldwide Intelligence Communications System (CJWICS) which supported the Deployable Joint Command & Control (DJC2) suite which is a Program of Record structured through General Dynamics Information Technology (GDIT).
- Successfully planned, supported, and executed the largest Field Training Exercise event for 2nd Squadron / JCSE while supporting the training of 95 Joint Service Members and 14 UK and Canadian Force Signalers at a training event which took place in North Florida.
