POSITION SUMMARY

The Director of Human Resources oversees the MIC HR Department, IT, Maintenance, and Janitorial Staff; directs and coordinates Human Resources Management activities to maximize strategic use of human resources; maintains functions such as employee recruitment, compensation, health and safety, labor, and employee relations; provides advice and consults to MIC Management to ensure compliance with MIC Law and Order Code and MIC Personnel Policies and Procedures.

The Director further works with MIC Council and Executives to support MIC's internal communications efforts to enhance MIC image and reputation. The HR Director is also responsible for building, editing, and implementing internal communications and MIC online resources, managing MIC's social media platforms and websites, and ensuring quality and consistency amongst the various communication channels.

This position also provides on-site, day to day supervision of the Metlakatla Indian Communities Municipal Buildings Administration Staff.

ROLES AND RESPONSIBILITIES

  • Development and implementation of administrative process that promote, continuous improvement, team-work and high performance.
  • Implement HR policies and procedures as required by MIC Law and Order.
  • Oversite to the development of the Human Resources Department:
  • Ensure job descriptions are accurate and up to date,
  • Create organizational development and employee training programs
  • Build a quality assurance program that's tied to the performance review process
  • Create compensation plans and provide administration to employee benefits

  • Develop employee counseling services for personnel issues, and MIC Complaints.

Assistant Finance Officer

The Assistant Finance Officer is responsible for working with the Finance Officer to ensure all financial systems are in place and functioning effectively and the organization has all financial and statistical information necessary to operate effectively. The Assistant Finance Officer directly assists the Finance Officer to develop new initiatives for long-range business plans and forecasts to ensure that Tribal Administration is positioned to meet the future needs of the organization and Tribal Members served by the administration.

ROLES AND RESPONSIBILITIES

This position will assist the Finance Officer to organize the daily accounting reports and direct financial activities related to all MIC Business. The main emphasis will be reporting and maintenance of financial records; accuracy of data; year end close out; and participation in the annual audit.

  • Responsible for the accurate completion of all funding agencies' monthly, quarterly or closing financial reports, as required. Ensure reports are prepared and submitted in a timely manner.
  • Prepare documentation for all financial draw downs on a monthly or quarterly basis, as required. Review and approve all requests.
  • Assis the FO to provide timely, complete and accurate financial reports and analysis for presentation to the General Manager, Treasurer and Tribal Finance Committee or Tribal Council as directed.
  • Perform regular review of general ledger to accounting transactions to verify these are properly classified and all appropriate accounts are reconciled on a monthly basis in order to provide reliable financial reports in a timely manner.
  • Review administration department's program funding sources and budgets monthly to ensure that account codes are correct, and expenditures are correctly classified before distributing monthly reports to Directors. Engage with Directors to resolve errors and discrepancies.
  • Responsible for regular review of financial reports and general ledger accounts,l write adjusting entries when necessary.
  • Assist the FO to review the classification of expenses, revenues and applicable credits to departments and consolidate plan submissions for system wide financial statements.
  • Provide support to the Treasurer, FO, and Grants and Contracts Officer in coordination with federal contract negotiations and in monitoring financial compliance issues with grants and contracts.
  • Assist the FO to monitor financial activity for each granting or contract agency.
  • Assist the FO to coordinate investments, banking, borrowing and related activities.
  • Establish and maintain effective relations with the appropriate institutions, recommend spending and investment strategies for MIC.
  • Work closely with auditing agency during the annual audit, including performing investigations, documentation and resolutions to audit findings.
  • Assist the FO to report on activity of all investments, including accurate recording of all interest earned.
  • Assist the FO to coordinate and facilitate short- and long-term financial forecasting and planning.
  • Prepare, submit and negotiate an annual indirect cost proposal to obtain an approved annual federal indirect cost rate.
  • Serve as back of FO when needed.
  • This position will be called upon to accomplish other tasks within their scope of work.
