• Regional Services Department Leading Chief Petty Officer (DLCPO). Led a diverse team of 197 military personnel, USCS, and local nationals in delivering crucial material, hazardous materials, postal services and essential equipment across the Indo-Pacific area of operations. Achieved mission objectives with precision and efficiency, ensuring operational readiness and overall effectiveness of fleet operations.

• Selected to fill a gapped GS-13 Regional Postal Manager position. Successfully oversaw the operations of a complex postal network spanning 14 post offices across the Middle East and Indo-Pacific. Implemented innovative strategies resulting in a 20% reduction in mail delivery time and a 15% increase in overall customer satisfaction. Assisted with Postal Inspection preparations resulting in increased scores across the region.

• Post Office Leading Chief Petty Officer (LCPO). Led a diverse team of 40 military personnel and Master Labor Contract (MLC) employees at the Navy’s largest post office. Processed 600K pounds of mail for 13 ships, 10 transiting ships, and 76 tenant commands, generated $400K in USPS revenue in support of 26K customers at two base post offices. Conducted monthly audits and weekly inspections resulting in 100% accountability. Overcoming decreased manning and strict health policies due to COVID-19, implemented a duty rotation to keep the Post Offices safely operating 6 days a week during base lockdown. Assisted the launch of two Kiosk systems offering 240 smart lockers resulting in a convenient 24/7 self-service package pick-up to the community.

• Logistics Support Representative (LSR) Leading Chief Petty Officer (LCPO). Led 30 military personnel and 15 Master Labor Contract (MLC) employees in the processing of 78 LOGREQs, coordinating logistics support and port visit requirements for all visiting and homeported ships. Services to include ship brows, vehicles, material handling equipment (MHE), cargo handling and trash removal. Expedited 900 Casualty Reports (CASREP)/Anticipated CASREP Requirement (ANORS) parts.

• Industrial Support Leading Chief Petty Officer (LCPO) in support for Ship Repair Facility - Japan Regional Maintenance Center (SRF-JRMC). Responsible for material acquisition and management in support of Forward Deployed Naval Forces undergoing maintenance availabilities and modernizations. Directed a team of 108 military personnel and Master Labor Contract (MLC) employees in providing industrial material support to 13 warships. Managed requisitions and delivery of 25,000 repair parts valued over $20M, maintained 95% material availability, contributing to three successful Continuous Maintenance Availabilities (CMAVs).

• Managed 80 personnel in overseeing over 500 watch assignments as Senior Enlisted Watch Bill Coordinator. Led morale-enhancing activities and events as President of the Chief Petty Officers Association (CPOA), raising $5,000 for command initiatives.

• Provided logistics and readiness support for nine home-ported forward-deployed Arleigh Burke-class guided-missile destroyers and 15 independent ships at the Navy's largest destroyer squadron. Managed a $1.2 million budget, $45K in open purchases, and $25K organizational clothing and supply inventory.

• Screened and tracked 1,400 Casualty Reports (CASREP) C3 and C4 causalities, working closely with Commander, Naval Surface Forces Pacific (COMNAVSURFPAC), Commander, Naval Surface Group Western Pacific (CNSGWP), and Priority Material Office (PMO) Yokosuka.

• Executed 125 high-priority material requisitions and expedited over 2,000 critical parts, managed 50 cannibalization (CANNABs) executions and tracked all payback parts resulting in zero mission deviations.

• Administered and managed 20 Official Representation Funds (ORF) requests, 15 Logistics Requisition (LOGREQ) deviations and assisted in four homeport shifts to and from San Diego to Japan.

• Facilitated training for 14 supply officers and 84 supply personnel, resulting in 98% supply readiness contributing to the success of 26 shipboard certifications and two Board of Inspection and Survey (INSURV) inspections and the achievement of seven Supply Blue “E” awards for logistics excellence.

• Led the logistic execution for USS MILIUS (DDG 69) in the first-ever Continuous Maintenance Availability (CMAV) conducted in a foreign ship yard.

• Orchestrated a $5M extensive rehabilitation of spaces and modernization of IT infrastructures with N6. Led a sole source $150K contract with Knolls and NAVSUP contracting department, outfitting the building with new office furniture.

• Spearheaded COVID-19 supply efforts across the waterfront, addressing supply shortages early and securing critical personal protective equipment; preventing the spread of the virus aboard warships.

• Chief Petty Officer Association (CPOA) Vice President, coordinated 15 command functions, raising $12,000 for CPOA funds and fostering camaraderie through key events. Managed a $30,000 budget as CPOA Treasurer.

• Fleet Mail Center Yokohama Leading Chief Petty Officer (LCPO). Managed a diverse team of 40 military personnel and foreign nationals at the Navy’s largest fleet mail center in the processing, scanning, and routing of 27 million pounds of mail for 21 FDNF Ships, 600 USN/USMC mobile units, and 100 visiting ships operating in the Indo-Pacific and Middle East area or responsibilities. Orchestrated $4.7M in facility upgrades and renovations at fleet mail center, increasing overall effectiveness of the operation.

• Postal Monies Audit board member. Conducted monthly audits at Yokosuka and Ikego Post Office ensuring strict accountability of 12 financial accounts, $50K in stamp stock, and $500K in USPS capital/sensitive equipment. Earned back-to-back scores of “Outstanding” on the Postal Assessment Visits (PAV) and zero discrepancies for FY16 Official Mail inspection conducted by Naval Supply Systems Command (NAVSUP) Global Logistics Support (GLS) Postal Director.

• Assisted in the transition from the USPS Global Business System dispatching system to the installation of the Automated Military Postal System mail container dispatching equipment and processes, the first site throughout the DOD. Managed the postal supply distribution section, streamlining all requisitions reducing requisition times to 24 hours and created the first ever postal supply catalog for easy reference.

• Material Support Leading Chief Petty Officer (LCPO). Naval Facilities Engineering Command (NAVFAC) Far East Yokosuka. Managed 45 military personnel and Master Labor Contract (MLC) employees in the procurement of 65K line items and services valued at $33M with zero discrepancies. Streamlined procurement procedures resulting in over 90% Required Delivery Date metrics, 50% reduction in backlogs and 100% inventory accuracy.

• NAVFAC Approving Official (AO). Oversaw seven Government Commercial Purchase Card (GCPC) cardholders, reviewed and certified 1,000 credit card transactions valued at $500K. Received zero discrepancies during the FY17 Procurement Management Assessment Program (PMAP).

• Selected for Temporary Assigned Duty (TAD) to Destroyer Squadron FIFTEEN (CDS-15) to provide direct logistics support to the USS FITZGERALD (DDG 62) during the ship’s initial damage assessment and repair availability. Managed 124 Sailors and volunteers at two separate sites in the transporting, sorting and distribution of 100K items for the ship’s crew.

• Selected to provide logistics and postal support for the USS ESSEX (LHD-2) Expeditionary Strike Group during a port visit in Hong Kong.

• Division Leading Petty Officer. Led 18 personnel in the processing and routing of 1.5 million pounds of mail for the USS GEORGE WASHINGTON (CVN-73), 11 embarked units and 9 escort ships during three Western Pacific Deployments. Accounted for $500K in USPS postal revenue and $100K in USPS accountable equipment. Transitioned from Unisys III Integrated Retail Terminal to the DM100i Digital Mailing System.

• Earned six consecutive scores of “Outstanding” on the Supply Management Inspections (SMI) and Postal Assessment Visits (PAV). Efforts contributed in the supply department earning three consecutive Supply Blue “E” awards for logistics excellence. Earned the Prestigious Commander Naval Air Forces Postal Excellence award for calendar year 2012 and 2013. Earned the first, second and third Battle Efficiency award for a Forward Deployed Naval Forces (FDNF) Aircraft Carrier.

• Beach Detachment Leading Petty Officer. Managed 15 military personnel and foreign nationals in providing boots-on-the-ground logistics support for the USS GEORGE WASHINGTON (CVN-73) Battle Group. Expedited parts, mail, and provided transportation and hotel accommodations for transferring personnel. Supervised the loading and unloading of cargo on a C2-A Greyhound aircraft (VRC-30) for daily transport to and from a deployed aircraft carrier. Logistics support provided from: Guam, Philippines, Okinawa, Iwakuni, and Atsugi.

• Enlisted Surface Warfare Specialist (ESWS) coordinator. Proctored 115 tests, provided 100 hours of classroom instruction, and led 113 oral qualification boards, qualifying 960 USS GEORGE WASHINGTON personnel.

• Damage Control Training Team (DCTT). Trained and evaluated 149 watch standers in damage control fundamentals. Received grade of OUTSTANDING from Afloat Training Group Yokosuka.

• Command Assessment Team. Conducted eight focus groups, lead facilitator for 6 of 8 focus groups.

• Command Financial Specialist. Conducted 184 financial counselling screenings.

• Department Safety Petty Officer. Managed 14 Safety Petty Officers responsible for 700 spaces, corrected 319 safety discrepancies. FY12 CNO Afloat Safety Award, FY12 ADM Vern Clark Safety award and Safety Department Green “S”.

• Department Drug and Alcohol Program Advisor (DAPA). Conducted 38 screenings and annual training.

• Ship’s Restricted Availability (SRA), led 7 personnel in the rehabilitation of nine divisional spaces, spending 450 man hours.

• Assisted in the initial stand-up of the military detachment(MILDET) by the initial load out, receipt and inventory of over 610,000 line items worth more than $3.7 million dollars thereby enabling USNS Charles Drew to provide full logistics support in the Indo-Pacific. Accomplished this task despite several gapped critical Military Detachment (MILDET) billets including the Leading Chief Petty Officer position.

• Received, stored, inventoried, and issued:

• 9M Navy-owned stocks of defense subsistence material.

• 9Q Navy owned stocks of items accepted by the general services administration for support of Navy requirements.

• Organized resources to procure over 250 unique line items in the Military Sealift Command SHIPCLIP ordering system resulting in optimal command readiness

• Liaised with Fleet Postal Center to ensure proper set-up and delivery of ship mail and supplies while deployed.

• Coordinated efforts to install and troubleshoot Cargo Supply'sprinters and Navy software programs such as NKO, BOL, and "One-Touch" and the installation of MWR/Recreation equipment in the gym and crew's lounge areas while assigned to Arduous Sea Duty.

• Managed 71 military and Japanese foreign nations at the Navy’s largest fleet mail center in the receipt and distribution of more than 73 million pounds of mail to CONUS/OCONUS locations, deployed units and shore commands for the USN/USMC/US Army to worldwide locations.

• Mail Router. Routed 30 million pounds of mail to 35 different locations for 600 USN/USMC mobile units operating in the Western Pacific, Indian Ocean, and Persian Gulf region. Recommended routing cut-off dates that reduced mail delivery times by 10% in the region.

• Registered Mail Supervisor. Supervised and trained 41 militarypersonnel in registered mail procedures, and verified all registered mail documents. Efforts resulted in 100% accountability of registered mail articles and zero discrepancies.

• Coordinated and led preparations for Commander Pacific Fleet Postal Assessment Visits, contributing to the Fleet Mail Center achieving consecutive “OUTSTANDING” ratings on Postal Assessments from 2005 to 2009.

• Co-facilitated the Independent Duty Postal Clerk courses (NEC 3001) at Afloat Training Group Western Pacific (ATGWP), qualifying 35 junior and senior enlisted Storekeepers (SK).

• Military Customs Liaison. Processed over 1,100 reports of Japanese Customs violations, ensuring the proper disposition of seized articles and forwarding of documentation. Created a database to track over 300 contraband articles intercepted by Japanese Customs Officials, resulting in increased accountability, and more timely and responses to customer inquiries.

• Filling a gapped Store Keeper (SK). Processed 125 open purchase purchases totaling over $150K in general stores (GSK) and successful closed out the end of fiscal year with zero discrepancies.

• Composed monthly watch bills, work schedule and coordinating the Auxiliary Security Forces (ASF) requirements, requalifications, training and court duties of all assigned.

• Volunteered to deploy onboard USNS Mercy (T-AH 19) for three months during Pacific Partnership 2008, providing logistics and medical support. Managed two military personnel in providing full postal services to a crew of 1,200 military and civilians.

• Selected to work independently providing postal and logistics support to USS BONHOMME RICHARD (LHD-6) Expeditionary Strike Group during a 2007 port visit in Perth, Australia.

• Selected to provide logistics support to the USS Kitty Hawk (CV-63) Battle Group during a 2005 port visit in Hong. Kong.

• Facilitated focus groups, as Command Assessment Team member, which resulted in the team's success in gathering information to accurately assess the Command's climate.

• Combined Federal Campaign (CFC) Unit Representative. Ensured 100% contact and received 100% contribution which resulted in exceeding former fund drives by Postal Department.
