Responsible for the closeout of all awards issued by M/OAA in Washington, D.C. The Contractor is not responsible for the closeout of acquisition or assistance awards in litigation, awards under appeal, or for terminated contracts where all termination actions have not been completed (see FAR 4.804-1(c)).
• Perform the closeout of all awards within the time standards for closing awards as required by FAR 4.804-1 and 2 CFR 200.344.
• Prepare the necessary documentation for the Contracting Officer's signature.
• Coordinate with USAID’s Office of Financial Management (M/CFO) and M/OAA personnel to research closeout issues.
• Provide the Administrative Contracting/Agreement Officer (CO/AO) with memoranda to facilitate closeout actions by the CO/AO and Contracting/Agreement Officer’s Representative (COR/AOR) that include but are not limited to: de-obligation of canceling funds, precloseout de-obligation of unneeded funds, upward adjustments for needed funds, and other unanticipated closeout actions.
• Perform the closeout of awards in accordance with ADS 302.3.8.16 Close-out Procedures, ADS 302sat Guidance for Closeout Procedures for A&A Awards, any amendments or updates to these policies and procedures, and any subsequent additional policies and procedures that may be added to USAID policy chapters as it relates to the closeout of A&A awards. All closeout documentation must be uploaded to the Agency Secure Image and Storage Tracking System (ASIST).
• Follow standard process and detailed checklist that is compliant with the FAR Part 4-804 to perform contract closeout functions. The contracts that need to be closed out consist of purchase orders and blanket purchase agreements (BPAs), fixed price contracts include delivery and task orders, cost-type contracts, personal services contracts, and grants and cooperative agreements. In accordance with USAID ADS302, the processing of each instrument or award type will follow the specific procedures outlined in the standard operating procedure.
