Defense Travel System (DTS), a seamless, paperless, automated system where military members and DoD Civilian personnel can book official travel and manage travel expenses; Enhanced Drill Management (EDM), an automated Navy Reserve drill management function in the Navy Standard Integrated Personnel System (NSIPS); Navy Reserve Readiness Module (NRRM), a comprehensive data viewing system designed to consolidate, store, and manage readiness information for the Navy Reserve; Navy Reserve Order Writing System (NROWS), which electronically processes each Annual Training (AT), Active Duty for Training (ADT), or Inactive Duty Training Travel (IDTT) mission requirement from initial application entry through verification, travel arrangement, and fund approval.

  • I tracked Personnel Tempo (PERSTEMPO) events, monitored accession, contract, and quality control reports, verified applicable screenings for enlistment qualification and special duty assignments, and managed the electronic leave program.
  • I coordinated with supporting activities and the Supply Department to meet workload demands.
  • I planned, scheduled, and supervised all activities of four divisions, consisting of ten maintenance shops, with a total of over 200 military personnel, and 35 contractors performing maintenance on over 25 MH-60S helicopters.

  • I was one of two Testek generator test stand SMEs. I personally oversaw the calibration of this test stand and trained the Testek technician in the proper use of the Fluke 5502A Multi-Product Calibrator. After noting several deficiencies in our Calibration Operations binder, I updated the binder with a list of tools required to perform a calibration, complete with their locations in the shop, and pictures. I also included instructions on how to operate the Fluke 5502A in the appropriate sections of the binder to make calibration operations easy enough for someone who has never assisted in a calibration to carry out the task efficiently.
  • I manufactured a variety of aircraft-specific or specialized 'breakout boxes' and panels to facilitate testing of electrical systems.
  • Confidently navigated AMMIS and the WIP. Microsoft Office suite savvy, including Excel.
  • To ensure everyone in the shop can easily access common forms, such as the Shoe/Glasses Request, Galley Menu, Calibrated Tools Log, etc., I created a shop folder on the public drive that has been populated with these forms and shop-created documents pertinent to shop operations.

  • My duties included scheduling maintenance, logging all repairs, and coordinating with pilots to identify any issues that may occur with their aircraft.
  • I reviewed flight logs to determine trending maintenance issues, liaised with other squadrons and Fleet Readiness Centers to obtain necessary parts for repairs, and prepared daily aircraft status reports for dissemination to the Air Wing for fleet readiness.
  • I expertly led a maintenance department of 50 personnel in the completion of 1,023 maintenance actions, encompassing 2,362 man-hours, contributing to the execution of 4,026 flight hours, and the graduation of 229 Fleet Replacement Pilots and Aircrew.
  • My leadership skills fostered the growth and development of the sailors on my shift, directly leading to 34 maintenance qualifications, and increasing divisional readiness by 20%.

Base Ops / Air Ops Leading Chief Petty Officer

I was responsible for leading 24 sailors, managing Materials Handling Equipment (MHE), and ensuring the safe movement of cargo, special munitions, and PAX on an expeditionary base in direct support of Operation Spartan Shield and Fifth Fleet operations.

  • I was personally responsible for shift scheduling, oversaw all maintenance performed on four forklifts, two K-Loaders, two airfield 'X-Light' light carts, and reported directly to the Air Boss and Fifth Fleet MHE Logistics the status of all MHE and crew.
  • My crew and I developed a comprehensive training syllabus for all pieces of MHE to train and qualify department personnel, as well as tenant command personnel, in the operation of these pieces of support equipment. Our program was so successful that Fifth Fleet MHE Logistics, NSA Bahrain, adopted our program, and it is now the standard to which all personnel on the island of Bahrain are qualified.
  • I was instrumental in the revision of three major, base-wide instructions. My ability to adopt an 'end-state in mind' approach versus an 'implementation' approach for inputs resulted in all three publications being approved on their first iteration, and they were easily implemented across the base.
  • I ensured all incoming personnel were sent through cargo handling, arresting gear, and airfield crash and salvage school, prior to reporting. Personnel reporting to this command are from all aviation and supply rates, and do not necessarily have the training required for airfield operations prior to deployment. Through careful analysis of instructions regulating airfield roles and responsibilities, coordination with the Expeditionary Combat Readiness Center, and the Commander, Navy Reserve Force, I was able to have the mobilization requirement for future sailors assigned to Isa Air Base Air Operations changed to include the necessary training for the mission.

Electronics Industrial Controls Mechanic

Repaired electronic sensing instruments (e.g., pressure transmitters, temperature transmitters, flow meters, electrical current sensors, actuator position transmitters, limit switches, level indicators, and digital tachometers) to assist with repairs on the Tidewater Area Naval Base boiler systems. These systems delivered much-needed steam to the Fleet's in-port ships, steam-heated barracks, and hospital for heat and power.

  • I was frequently called upon for repairs at outlying plants (Portsmouth Naval Hospital, Little Creek Amphib Base, Saint Julien's Annex) due to my exceptional troubleshooting and repair capabilities.
  • Tested equipment (e.g., flow meters, gauges, transmitters, recorders, switches, and automatic controls) is used to ensure proper calibration.
  • Hand-selected as the EICM Subject Matter Expert liaison for Naval Support Activity, Philadelphia. I was solely responsible for the electronic system overhaul of three boilers, including the calibration of all electrical and electronic monitoring gear, the repair and calibration of pneumatic fuel oil and natural gas valves, and the installation of three new emissions monitoring systems.
  • Coordinated with the electrical shop to provide cross-training for electricians wishing to integrate with the electronics shop. Trained and supervised three electricians, of whom one made the successful transition from the electrical shop to the electronics shop.

Integral member of the aircraft maintenance team, providing scheduled and unscheduled maintenance on 14 Sikorsky HH-60H and SH-60F Seahawk helicopters.

  • Rapidly qualified as a Quality Assurance Representative and Inspector, monitoring and controlling the quality of all maintenance work performed on aircraft by over 100 technicians from all maintenance disciplines.
  • Responsible for monitoring, auditing 12 maintenance work centers, and 42 maintenance programs.
  • Handpicked as the Primary Avionics and Quality Assurance Rep for the Quick Reaction Team, a skeleton crew of highly skilled sailors, on two separate deployments to the Middle East in support of Special Operations Command Central (SOCCENT) Crisis Element Response. Oversaw each aircraft launch and recovery cycle while coordinating with plane captains, troubleshooters, aircrew, pilots, and maintenance control personnel.
  • Deployed three times to Iraq in support of Operations Iraqi Freedom and New Dawn as part of the only Navy helicopter squadron that provided sustained, dedicated rotary-wing aircraft to the Commander, Special Operations Aviation Component, and twice in support of SOCCENT Crisis Response Element, completing thousands of maintenance actions requiring over 200,000 man-hours.
  • Served as Avionics Detachment Leading Petty Officer (2013), QA Detachment Leading Petty Officer, and Avionics/Power Plants LPO (2015). Led a group of 15 sailors in the flawless completion of over 150 maintenance actions in support of 20 training sorties during Exercise Invincible Sentry-15, a combined joint and interagency crisis response and counterterrorism bilateral exercise between the United States and the Sultanate of Oman (2015).
  • Hand-selected to serve as Detachment Leading Petty Officer and the Avionics/Manpower Subject Matter Expert (2017) of a team of U.S. Navy maintainers, across all rates, support the Royal Danish Air Force MH-60R program for PMA-299 (NAVAIR's H-60 Multi-Mission Helicopter Program). My duties included, but were not limited to, manpower/manning training through analysis of the 3M Summary, which is a comprehensive process used to plan, acquire, organize, direct, control, and evaluate the manpower and materials required to maintain naval aircraft; providing proper phase maintenance practices training; proper maintenance control practices; and proper quality assurance practices specific to the MH-60R.
  • Was instrumental in the completion of scores of aircraft Phase and Special Inspections, vital to the reliability and performance of aircraft. I specialized in weapons delivery, countermeasures, navigation, communications, blade fold/de-ice, AFCS, and all matters involving COMSEC gear.
  • Trained and qualified scores of technicians to achieve their formal designations, which included Plane Captain, CDI, QAR, etc.
  • Meritoriously advanced three times: Petty Officer Third Class (12/2007), Petty Officer Second Class (11/2010), and Petty Officer First Class (09/2014) during this tour for sustained superior performance.
