Summary

HISTORY

I began a lengthy career at HUD in 1984. I have accomplished many things during this time; I started as a GS-3 File/Mail clerk in Single Family. I moved up the ladder to a Supervisory position in the Receiving Section when I was recruited to apply for an upward mobility position in Multifamily Housing.

I joined Multifamily in 1987 where I worked as a Mortgage Credit Examiner. Since that time, my career has been in Multifamily with my final job title changing from Senior Project Manager to Senior Underwriter in 2016. Several years ago, when the Section 202 & 811 programs were funded on a more regular basis, I was chosen to lead a team consisting of myself, an appraiser and construction analyst that specifically worked on underwriting 202 & 811 deals. When the Programs were no longer funded, I worked on Insured deals as a Team lead. This resume focuses mainly on my duties as a Sr. Underwriter and my responsibilities underwriting Multifamily Insured deals as well as my duties underwriting Section 202 & 811 deals. I was also a frequent panelist at the Western Lenders Conference (WMAC) presenting on a variety of underwriting topics. I am currently a GS13-10.

CURRENT DUTIES

I am an analytical Senior Underwriter with 20+ years of experience steering applications through the approval process through construction and to Final Closing/Endorsement. Additionally, I work with HUD HQ to develop and enforce Section 202 & 811 guidelines and policies since many of the staff nationwide was/is unfamiliar with the 202/811 program.

I have also mentored three underwriters, an appraiser and construction analyst in the West Region on the specific nuances of underwriting the mixed finance Section 202/811 projects. I have also work extensively providing assistance to various underwriters in other Regional Offices.

I was the Underwriter and led the team to get the first two Section 202 projects in the nation to construction completion and Final Closing when the 202/811 program was reinstated in 2019. Since then, one of the other West Region Underwriters that I mentored was able to issue a Firm Commitment and get a project to construction start in a record breaking 4 months from the date of the Agreement/Award letter.

I have worked with the National 202/811 Coordinator on the revision of the Section 202 & 811 Award Letters as well as providing comments on the upcoming revised Asset Management Handbook, updating and commenting on various HUD forms. Additionally, I assisted Larry Fergison and John Ardovini, Director, Affordable Housing Transaction Division, Office of Recapitalization and his team on the development of the instructional "swim-lanes" on the 202-RAD process. I am also working with Mr. Fergison and the Office of Recapitalization on developing instructions and guidelines for implementing the Green and Resilient Retrofit Program (GRRP) for the Section 202/811 program.

I also have worked with Asset Management Branch Chiefs in the West Region to establish internal processing procedures to help Account Executives better understand the various processing protocols regarding the PRAC as they differ greatly from the typical "Traditionally" processed project vs. the Capital Advance Upon Completion (CAUC) project.

In 2023 and again in July of 2024, I was a panelist at the Leading Age Conference in Orlando, FL where I presented Section 202 & 811 program information. Additionally, this year, I also went to the Atlanta Field Office to present 202/811 processing information to the Staff.

I have received many commendations and recognition over the years not only from my immediate supervisors, but from lenders, Sponsors and HUD HQ as well. Additionally I have received outstanding appraisal evaluations for over 30 years.
