OTPS Acquisition Logistics Manager

Department of Defense, U.S. Navy
01.2008 - 09.2025
  • I served as the Lead Acquisition Logistics Manager for Operational Test Program Sets (OTPS) developed for Consolidated Automated Support System Family of Testers (CASS FoT) for the H-60R, MV/CV-22, F/A-18, P-8A, MQ-25 and E-2D aircraft platforms. I was the logistics technical authority all Intermediate and Depot Level Maintenance Direct-To-CASS/eCASS OTPS developments and served as the Subject Matter Expert (SME) for PSE logistics issues. I provided Senior-Level Integrated Product Support (IPS) Management during the acquisition phase ensuring all local and organizational policies and procedures were adhered to. I managed cross-functional teams to ensure timely delivery of logistics products (CDRLs) being developed. Developed and maintained courteous and effective working relationships with key stakeholders. Enhanced team collaboration and communication, leading to more efficient problem-solving and risk mitigation. Conducted regular analysis of logistics performance metrics, identified areas for improvement and implemented corrective actions. Skilled at working independently or collaboratively in a team environment. I was responsible for planning, managing, coordinating, and implementing all logistics elements necessary, to successfully execute the OTPS acquisition program with my focus based on supportability and cost-wise readiness metrics. I identified the type and degree of logistics support required, along with the proper manpower requirements necessary for implementing the product support plan. I incorporated 'lessons-learned' from previous efforts to assess relevancy to current Navy Generic Operational Test Program Set (OTPS) requirements (NGOR).
  • I assisted multiple Program Executive Offices (PEO's) and Program Management Aircraft (PMA) offices in preparing the Request for Proposal (RFP) by developing the Integrated Product Support Statement of Work (IPSSOW), now known as ILSSOW. I partnered with various Logistic Element Managers (LEMs) to ensure the most up to date and appropriate logistic deliverables (CDRLs) were captured. I developed and managed the Life Cycle Sustainment Plan (LCSP), identified and calculated manpower requirements for Integrated Product Support Team (IPST) members, LEMs, and other competency members, and assessed any impacts to facilities and current infrastructure both ashore and afloat. I managed and tracked all logistic contractual deliverables (CDRLs) and reviewed the Integrated Master Schedule (IMS) for accuracy to ensure the program's successful execution from start to finish.
  • When requested, I served as a team leader/chairperson of ILS management teams or special study groups assembled for the purpose of analyzing, reviewing, or proposing ILS plans for potentially new or emerging systems. Upon contract award, I developed and implemented strategies to overcome IPS obstacles to program execution. I formulated and executed IPS budgetary requirements in order to meet program objectives. Through presentations at Program Review Boards (PRB) and Integrated Product Support Management Team (IPSMT) Meetings, I briefed competency managers on; the accomplishments of assigned programs, IPS milestones achieved, identified risks and provided IPS strategy plans to mitigate potential supportability issues. I provided logistic guidance and input during Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), and all System Engineering Technical Reviews (SETR) ensuring entry/exit criteria for each event has been satisfied and documented any short comings with the program office(s). Upon learning of emergent calibration requirements, I interacted with personnel from the Metrology and Calibration Program (METCAL Corona) to ensure the end item gets added to their Fiscal Year Business Plan.
  • To ensure that the OTPS's can be effectively supported (Pre and Post Material Support Date), I worked closely with Naval Supply Systems Command (NAVSUP) personnel to establish a Supply Support Management Plan (SSMP) and Interim Supply Support (ISIL) within the Navy's supply system. In the event of an approved design change, I helped prepare and submitted documentation to NAVSUP provisioning managers in the form of a Design Change Notice (DCN) to ensure the new configuration is supportable within supply system. I networked with NAVSUP, commercial industry (OEM) and the Lakehurst Design Interface and Maintenance Planning Group personnel to establish Product Support Analysis (PSA) requirements for the end-items being developed. Facilitated Maintenance Plan reviews to ensure engineering data, maintenance plan data and provisioning deficiencies were identified and corrected. Corresponded with Weapon System Managers (WSM) and Lead OTPS Development Engineers to review Engineering drawings and Support Equipment Required Data (SERD) documents.
  • I worked with platform Tech Data Logistics Element Managers (LEMs) to generate the Technical Manual Contract Requirements (TMCR). The TMCR provides guidance to the contractor for the development of the technical manual for the OTPS. I, along with NATEC QA and other IPT members, conducted Tech Manual In-Process Reviews (IPRs) ensuring Technical Manual Evaluation Record (TMERs) are recorded and corrected by the OEM. Once maintenance procedures for the OTPS have been validated by the OEM, I scheduled the Tech Manual Verification to ensure accuracy and prove the manual to be suitable for use by Air Force and Navy/Marine Corps personnel. Upon declaring Initial Operating Capability (IOC), I participated in On-Site Verifications (OSVs) to ensure final product performance complies with system design, polices, procedures and end-user requirements.
