• Plan, supervise and conduct studies of administrative and operational activities, including fiscal operations, budget preparation and control, equipment usage, staffing patterns, work flow and space utilization; oversee the Inventory Management and Control of resources, including capital fixed assets; coordinate the preparation of detailed reports and applications; prepare damage assessment estimates for submission; submit documentation to state and federal agencies for reimbursement and financial assistance needed to recover from declared disasters.
• Coordinate the preparation of a division or unit budget; analyze need for budget items requested and evaluate compliance with program objectives and priorities; make recommendations for the transfer of funds; review financial data on an on-going basis to ensure conformance with established guidelines.
• Administer purchase service contracts; monitor adherence to contract terms; process/prepare grant applications and participate in competitive bids.
• Direct and oversee compliance of all departmental equipment and fleet inventory.
• Oversee division staff in the development and maintenance of emergency event procedures and resources; develop written procedures to clarify or describe standard practices; coordinate the publication and dissemination of procedures.
• Plan, develop, organize, and evaluate response and recovery to multi-hazard emergency or disaster conditions involving earthquakes, major fire/wildfires, biological, hazardous materials, flooding, and other potential hazards; coordinate the preparation and maintenance of the emergency response plans.
• Review present and pending legislation to determine effect on departmental operations and programs; participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions; confer with various public and private agencies and officials to encourage active participation in disaster preparedness planning and the commitment of human and material resources for mobilization during an emergency.
• Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of a variety of professional, administrative and clerical support tasks; develop, conduct and prepare instructional materials for training and in-service programs for emergency response personnel; present public education demonstrations in areas of expertise and/or certification; analyze and interpret local, state and federal laws and regulations as they relate to emergency services.
• Coordinate and provide support to emergency personnel and/or operation activities, including duty officer programs and operations/coordination centers.
• Assign staff to track and compile ongoing incident status information; evaluate effectiveness and efficiency of exercise and event responses.
