  • Ensures the operational readiness and efficiency of a high pressure 24-hour Communications Unit responsible for the answering of 9-1-1 emergency and non-emergency calls for service, the dispatch of police, fire, EMS and after hour city services, initiating public safety response to critical events, and activating emergency alert systems, as well as other operational and administrative duties.
  • Supervises, schedules, trains, evaluates, disciplines, commends, leads, motivates and mentors assigned personnel of varying personality types. Creates, approves and manages 24-hour shift work schedule. Approves leave for assigned personnel. Ensures manpower minimums are met.
  • Oversees and assists with evolving the Communications Training Program. Recommends retention or termination of probationary employees. Provides for the appropriate training and recertification of assigned personnel. Develops, assigns or provides specialized training to assigned personnel, department personnel, city employees and citizens as needed for skill development, certification or license compliance.
  • Demonstrates fair and thoughtful leadership. Fosters a collaborative, purpose driven work environment. Consistently assesses and resolves routine and complex personnel issues. Routinely resolves concerns presented by subordinates, peers and superiors regarding work methods or workflow.
  • Prepares, corrects and submits timekeeping records for payroll.

  • Evaluates industry specific standards to update processes, policies and operational orders. Assists with review and development of police department general orders. Creates and/or revises fire and EMS dispatch operational orders. Creates and revises community emergency notification procedures.
  • Interprets and complies with applicable ordinance, legislation and privacy laws (HIPPA, Texas Public Information Act, Freedom of Information Act, Government Code, Criminal Code, TCIC NCIC policy, CJIS policy, municipal code, etc.).
  • Attends and/or speaks at public relations events including, but not limited to, the Citizen’s Police Academy, National Night Out, Autism Awareness Event, Rotary Club, Public Information Seminar, and Junior High Police Academy. Creates or assists with the drafting and publishing of public service announcements, social media content, routine public messages and emergency alert messages.
  • Serves as a PSAP Coordinator within the Greater Harris County 9-1-1 network. Attends quarterly PSAP operations meetings and conferences as needed to stay up to date on emerging 9-1-1 technology, legislation and training.
  • Serves as a department liaison to the Harris County Radio System. Coordinates with Harris County Radio technicians on public safety radio programming and interoperability. Routinely trouble shoots radio technology issues. Assists with radio programming and firmware updates.
  • Serves as the Terminal Agency Coordinator for Texas Department of Public Safety. Oversees TCIC NCIC entry and validation processes. Ensures TCIC NCIC and CJIS training compliance. Verifies background checks for employment and CJIS clearance. Completes TCIC NCIC and CJIS audits.
  • Serves as a member of the Emergency Operations Center in an area susceptible to floods, hurricanes, tornadoes, chemical releases, pipeline emergencies, hazmat incidents and mass transit accidents. Coordinates with staff at all levels in all departments to deploy and manage operational components to successfully resolve critical incidents. Authorizes emergency alert activations in the absence of, or in lieu of, command staff, emergency management and/or city management during critical incidents.
  • Supervised the Records Unit from promotion to Communications Supervisor in Sept. 2012 until selection of the new Records Supervisor in July of 2014. Responsible for supervisory, administrative and frontline employee functions of two units and up to 16 employees for almost two years during manpower shortages and an accreditation process.
