Having in excess of Twelve years of progressively responsible experience in tax accounting and auditing and under general direction have planned, directed, and supervised a staff or auditors in conducting field audits of Illinois and out-of- state taxpayers subject to one or more taxes administered by the Department of Revenue. Have demonstrated the ability to independently resolve problems where guidelines are unclear. This required a thorough knowledge and understanding of the various types of records maintained by businesses, partnerships, and individuals. It also requires a thorough knowledge of methods, procedures and techniques to utilize in the examination and review of tax returns, supporting documentation, and determine the appropriate corrective actions. Have demonstrated the ability to recognize and determine violations of the various state revenue laws, noncompliance with the rules and regulations, and to explain and to explain and interpret significant irregularities to the taxpayer. Have developed the ability to detect computational, noncompliance, legal and/or technical errors in the process of reviewing tax returns and supporting documentation, and to make determinations within established guidelines. Have utilized files, procedural manuals and other related materials in the research and analysis of tax returns and supporting documentation.
Have Served as a working supervisor engaged to supervise, direct, and review the activities of professional staff making case assignment, and contacting high level officials of major companies prior to the audit. Have resolved controversial & unusual issues, conducted audit conferences, and personally conducted audits of complex and highly sensitive nature. Have the ability to be discrete and tactful when working with controversial or sensitive issues. Have accompanied subordinate staff to taxpayers when it is already known technical guidance and assistance will be needed. Have conferred with bureau management on highly controversial or technical matters with taxpayers. Have recommended revisions to tax auditing policies and procedures, provided technical support to staff members, conducted regular staff meeting, provided on- the-job training to staff members, evaluated and counseled staff members providing continuous feedback on their performance.
Have the ability to establish and maintain effective working relationships with business executives, tax managers and the general public. In doing so Have great ability to speak effectively and fluently before various groups to explain and interpret tax laws, rules, regulations, agency programs and operations, and instruct auditors in tax auditing procedures and in the use of the manuals. Have the ability to communicate effectively in both oral and written form. Have also have a working knowledge of the computer programs and applications utilized by audit staff.
