Serves as a member of the executive leadership team, acting as the agency’s chief fiscal officer, while also overseeing various operational units including Employee Engagement, the Employee Assistance Program, Human Resources Information Systems (HRIS), Communications and all agency fiscal and procurement functions.

  • Spearheaded the development of the agency’s strategic plan, guiding offices through SWOT analyses, to define long term goals and create actionable initiatives.

  • Projected the City’s 10-Year Maintenance of Effort commitment for the Baltimore City Public Schools System based on enacted legislation and worked with the Mayor’s Office in negotiating an agreement with the System on a variety of financial issues.
  • Developed a multi-year cost model evaluating the impact of a new police shift model for labor negotiations.
  • Built long range financial models, analyzed financial impacts, and provided recommendations for fixed costs and health care reform as part of the City’s first 10-Year Financial Plan development.
