Delivered high-quality due diligence and contamination assessment and remediation projects by prioritizing client needs and enhancing consulting effectiveness. Drove client management, personnel development, business development, and quality assurance/quality control to maintain project budgets and maximize profitability.
  • As a Senior Principal within Terracon, Mark participates in strategic development of the company’s performance and in visioning about the future direction of Terracon, accomplishing financial goals, participating in ongoing internal groups regarding employee retention, training and improvement of staff, strategic business development goals, implementing sustainability protocols into our services and how Terracon ensures safety, quality and respect in our day to day employee experience and in how we relate to our clients.

  • As the Operations Manager for the Winter Park office, one of the largest Terracon offices, Mark leads over 130 professionals and understands the unique dynamics and responsibilities for an OM. He also understands the importance of cross-selling between service lines.
  • Mr. Mulligan managed the Winter Park Environmental Department from 2013 to 2023. He successfully grew the department from 11 to over 20 processionals and increased gross revenue from from 2.1 million in 2013 to 4.56 million in 2022 (117% increase). Services within the Winter Park Environmental Department range across Phase I ESAs, LSIs, Brownfields, high level contamination and remediation projects to Building Environmental Services for asbestos, mold, paint and IAQ, to Environmental Planning services for wetlands and endangered species.
  • Facilitated environmental leadership in Florida Division from 2015 to 2023. Mark voluntarily took on the initiative to collaborated with EOG ASLD John Sallman to enhance environmental services across Florida and organized monthly meetings with Florida environmental department managers and senior leaders. Supported recruitment and interviewing processes for high-level hires within the division. Contributed to a significant increase in Florida environmental revenue during this time period from $8.39 million to $19.08 million (127% increase).
  • Mr. Mulligan engages with clients that range from local developers to large National Account Clients like Wal-mart, Costco, Chick-fil-a, Walt Disney World, Universal Studios and YUM! Brands to city, county and state organizations. This has provided him with a varied understanding of client needs and demands.
  • Participates as a coach for Terracon Employee Development programs DMDX and OMDX. Passionate about mentoring and teaching younger staff about successful leadership skills and about the values of being an employee owner at Terracon.
  • His technical expertise has been developed with experience related to contamination/environmental issues and has performed contamination/environmental related projects in every Florida Department of Transportation (FDOT) District in the state. Projects have ranged from Phase I Environmental Site Assessments to Contamination Site Evaluation Reports (CSERs), Level II Preliminary Contamination Assessments (PCAs), complete Site Assessments, and a range of remedial actions related to preparing right-of-way for construction, as well as assisting with contamination issues during construction activities. He has extensive experience with Phase I and Phase II Environmental Site Assessments (ESA), complete Site Assessments per Chapter 780, FAC; Remedial Action Plans (RAP); environmental compliance associated with landfills involving monitoring well installation and sampling activities; emergency response actions; tank closure assessments; road construction and roadway corridor related projects; installation of stormwater piping and construction of stormwater ponds; installation and abandonment of horizontal and vertical groundwater monitoring wells, injection wells, recovery wells, piezometers and SVE wells, SPCCs, SWPPPs, and waste management/disposal. Mr. Mulligan has also performed hydrogeologic/geotechnical investigations for hazardous and petroleum contaminated sites and has managed site assessments related to petroleum underground storage tank releases and solvent (DNAPL) releases. He is knowledgeable concerning the process and protocols for the FDEP Petroleum Restoration Program (PRP) and the Hazardous Waste Contract, has experience in the oversight of site assessment and remedial activities at Superfund sites and has also worked on numerous projects funded by the Florida and EPA Brownfield programs.
