Michael Bertolini

St Louis,MO

Summary

With over two decades at the City of St. Louis, I spearheaded the transformation of its Traffic network, demonstrating exceptional strategic planning and team leadership. My tenure culminated in the pioneering creation of a city-wide fiber optic infrastructure, enhancing public services and operational sustainability, while training and leading a highly skilled team to continue this legacy.

Designed/ engineered /executed the entirety of the City of St Louis Traffic network and its fiber optic facilities. Started the process of replacing the entire City Traffic signal equipment along with the Fiber Interconnect (which is currently at 110 miles of City Fiber). These projects spanned decades using CMAQ funding with 20% city matches. All documentation past and present are well documented and original plan sheets are in my possession at the ITSA branch of the City of St Louis.
Once the network began its operational phases I engineered the striping and detection along with the Signing necessary to enhance the traffic operations in the field. All projects were and continue to this day to be of my vision for the City of St Louis and its Progress to a digital future.
As the expansion continued I began a hiring process starting with a young City Engineer from BPS MR. Efthim (who replaced an engineer MR Sage who left the City) and 6 Traffic technicians. Each were trained by myself to perform the different duties necessary to have an operational sustainability level not seen in the traffic division. At that point the Deputy Commissioner of Traffic left City Employment. At which time I worked directly for the Traffic Commissioner of that time. I became the Traffic Engineering Manage Approximately 2018.
I managed the entire team of the traffic divisions signal team and infrastructure location team along with stand in periods for the other 3 parts of the Traffic Division (Striping, Lighting.Signing)
As the systems progressed I created and Managed in its entirety a Video Camera system for the Traffic division which has to this day blossomed to a system used by several departments including, Traffic, SLMPD, ITSA, FBI, Towing, and others. All of this has been created on minimum financial assistance from the Division.
22 years of service to the Traffic division changed to the Information Technology Department for me. At which point I Provided this department with the institutional knowledge necessary to begin providing City Fiber Optic Internet to city agencies starting with SLFD, Streets, SLMPD, Parks and Rec, City Hall, and so very many more.
The system I have created is now beginning to provide Public WIFI to City Public Parks in Disadvantaged areas and will soon begin to Provide Public WIFI services to the Downtown area.
In short I have created the Premiere Infrastructure for our City. One which is and shall provide essential services to all as the future continues.
Why do I want the Headaches of the Traffic Commissioners Responsibilities? Easy answer....Dedication to our City, Loyalty and Trustworthiness to my Superiors, And Service to our customers. The Tax Payers!!
