· Upon assignment of 51A emergency report, view child(ren) named in report and any other children in household to determine their condition.
· After viewing child(ren), determine if emergency exists: if so, complete investigation in accordance with DSS Policy #86-015.
· Ensure that record check is conducted (Name Search and Central Registry) to see if individuals named in report are currently involved with DSS.
· If an open case, consult the record and worker/supervisor prior to making a screening decision, if possible.
· Visit residence of child(ren): explain to parent(s) the allegations and investigation process: observe interactions between parent(s) and child(ren).
· Interview parent(s) and obtain identifying information on all household members including any non-reported child(ren); obtain all pertinent information related to the reported condition.
· View and interview child(ren) named in report and other children in household, taking into account and respecting the child’s age, sex and other circumstances.
· Contact and interview collateral contacts to obtain information regarding the reported condition.
· In consultation with supervisor, determine if removal of child(ren) is necessary to prevent serious injury; if imminent risk exists, remove child(ren).
· Consult with legal staff to determine necessary court action; complete written report stating reasons for the emergency removal.
· If during the investigation a condition of abuse or neglect is identified for non-reported child(ren), consult with supervisor and file 51A; when assigned 51A, include in original investigation.
· In consultation with supervisor after completion of the investigation, substantiate or unsubstantiate the report based on reasonable cause to believe abuse or neglect has been inflicted by a caretaker.
· Initiate referral to the D.A. if warranted.
· Determine in consultation with supervisor, outcome of case, i.e., refer for voluntary services, open for services, continue ongoing services, close case.
