  • Provide oversight for the DoD systems within the National Background Investigation System (NBIS) portfolio to include the Defense Information System for Security (DISS), Secure Web-Based Fingerprint Transmission (SWFT), Defense Central Index of Investigations (DCII), and Mirador.
  • Responsibilities:
  • Oversee the DCII and Mirador product owners to carry out stakeholder engagement, eliciting system requirements, release planning, and system operations.
  • Serve as the DISS Product Manager with oversight of the contract support team. Define system development priorities, evaluate capability gaps, lead stakeholder engagement, elicit system requirements, manage program risks, and monitor helpdesk trends.
  • Oversee program planning and evaluation for the DoD personnel security systems. Monitor for efficiencies, risks, schedule delays and impacts to the mission.
  • Lead workgroups and tiger teams with action officers from across the Military Departments, Defense Agencies, OPM, and DNI to address policy and procedural issues as they arise.
  • Elicit subject matter expertise from across the mission areas to inform decisions and influence the Federal posture.
  • Expertise in the budget and contracting strategy to sustain system operations through the incremental development and transition of capabilities to NBIS as forecasted through FY25.
  • Build agility to mitigate risks with development or operational delays associated with the complexities of NBIS. NBIS will replace 88 applications used in background investigations, 4 applications in DISS, and 2 applications in Mirador.

  • Expertise in the interdependencies between DoD personnel security mission areas of background investigations; adjudication for national security, suitability, and credentialing (SSC); due process; reciprocity; continuous vetting; insider threat; and subject management of access to classified materials, cleared visits, and reporting of foreign contacts or travel.

  • Accomplishments:
  • Volunteered in September 2020 to provide expertise gained in data transition and management to the NBIS data management and analytics division with the sudden departure of key GG-15 managers.
  • Led 3 contract support teams to coordinate with business managers and data subject matter experts to map determination elements to meet initial implementation goals for VRO to use NBIS to provide continuous vetting services to the Department of Energy.
  • Established methodical approach to evaluate and map data elements from data source to target based on data elements being held across multiple systems.
  • Collaborated with the Chief Data Office to charter a data standards and mapping work group to bring governance and discipline to the data migration and management efforts.
  • Implemented DNI guidance in DISS for SEAD-3 Reporting Requirements and SEAD-4 Adjudicative Guidelines.
