  • Customs and Border Protection (CBP)/Cargo Systems Program Directorate (CSPD) Mission Support Specialist with a specialty in acquisition, procurement, and financial management. Primary responsibilities covered management of all new and existing acquisitions for the Automated Commercial Environment (ACE) Program Office with an annual budget exceeding $140 million. Specific responsibilities included:
  • Acquisition - Managed the full range of government acquisitions and procurements by providing support and oversight in the planning, awarding and administration of acquisitions, contracts, and Inter-Agency Agreements (IAA). This was accomplished by preparing Statements of Work, Independent Government Cost Estimates, Market Research, Justifications and Approvals, Acquisition Impact Statements, and Determination and Findings documentation. Managed and coordinated with the Contracting Officer on contract modifications and other contractual actions as needed. Assisted the Contracting Officer by conducting initial contract kick-off meetings, closing and finalization of contracts. Certified as a Level II Contracting Officer’s Representative (COR) and was assigned as the COR to several multi-million-dollar contracts. Ensured that the vendors were meeting all contractual obligations and approved all invoices submitted by the vendor. Managed the Acquisition Management Branch internal procurement and inventory files.
  • Compliance - Responsible for the coordination of all background investigations with Office of Information and Technology Physical Security Office for on-boarding contractors, monitoring security clearance status for contractors, and initiating ID card process. Conducted onsite inspections of contractor performance. Administered contract disputes, claims and terminations and ensured successful completion of all activities required under the contract. Analyzed process workflows for the Acquisition Management Branch and developed recommendations for new processes and procedures. Provided policy guidance and assistance to CSPD staff CORs regarding, but not limited to, the on-boarding and exiting of contractors and establishment of new procurement processes. Provided additional policy guidance and assistance regarding, but not limited to, Federal Acquisition Regulations, Homeland Security Acquisition Manual, and internal procurement procedures throughout the CSPD organization. Served as a CSPD manager of the Contractor Tracking System (CTS), Microsoft Access System and ensured that all contractor employee information was maintained accurately. Responsible for handling confidential and highly sensitive contractor bids during the source selection process.
  • Financial Management - Utilized the CBP financial system (SAP) to prepare and update all purchase requisition documentation. Assisted in the development of the ACE Program Office annual budget by working with the CSPD Financial Management Branch and other CSPD Divisions and CBP Office of Information Technology Offices. Once approved, oversight provided by ensuring budget execution activities were managed and monitored as per the approved budget. Prepared and analyzed contractor performance based on burn rate calculations. Oversaw and managed the de-obligation of over $3.0 million on a contract covering a span of over 10 years. Maintained the Financial Management Division SharePoint site.
  • Leadership and Team Building - Served as a liaison between eight CSPD Divisions, ACE Business Office under the Office of Trade and the CBP Procurement Office regarding all acquisition matters as issued. Led multiple levels of employees in Source Selection Technical Evaluation Teams during open competition for government contracts, including drafting and submitting Technical Evaluation Team Reports. As the COR on several contracts, interacted with the Contracting Officer, contractor site lead and multiple senior business technical leads to ensure that the government was receiving the work performance and deliverables as outlined in the contract delivery order and Statement of Work. Selected as the representative for the Financial Management Division on a CSPD Integrated Project Team that was created to address all transition activities encountered when one contractor departed, and another assumed their function.
