Comprehensive knowledge of and skill in applying the regulations and requirements relating to recruitment and placement, employee benefits/relations, basic and complicated qualifications, basic and complex pay setting and personnel/payroll programs to provide expert assistance to employees and managers. Extensive knowledge of the IRS including organization structure, policies, IRS/NTEU agreements, operations, procedures and programs to assure the accuracy, timeliness and completeness of personnel and pay transactions. Knowledge of ongoing IRS reorganizations to become familiar with new clients, HR Connect, TAPS/NFCTIMIS org codes and local geographic pay issues such as state and local taxes. Knowledge of oral and written techniques to effectively and professionally communicate specialized information to internal and external customers. Knowledge of communicative techniques to meet and deal with all individuals including third party representatives. Extensive knowledge of regulations, policies and procedures relative to operating programs, including Office of Personnel Management (OPM) regulations, Guide to Processing Personnel Actions, 5 CFR, and IRMs. Knowledge of fact-finding and analysis techniques for evaluating work applications and procedures to detect discrepancies, and to successfully research and resolve a wide range of complex employee account problems/issues. Comprehensive knowledge of available on-line systems, research materials, technology, tools, processing procedures, and the internet/intranet. Extensive knowledge of investigative techniques and procedures sufficient to extract information from a variety of sources and make determinations as to the appropriateness and quality of information sources. Incumbent works independently and on own initiative, deciding on methods to be used. Work is assigned on a random basis by employee inquiry, by telephone, or by the manager.
