As the Training Division Chief, I supervised a staff of over 30 employees including two subordinate supervisors and administrative support personnel.
Recruited and selected qualified instructors to deliver training programs. This involved evaluating the candidates' expertise, experience, and instructional abilities.
Developed and mentored employees to ensure skill enhancement, career advancement and succession planning.
Managed training facilities. I ensured that training facilities were properly maintained and equipped. This includes managing classrooms, firing ranges, driving training facilities, boats and simulation labs.
I was responsible for the development, delivery and evaluation of law enforcement training programs within the Charleston Training Division. I supervised the quantity, quality and content of instruction provided to Federal, state, local and international law enforcement officers. Training programs ranged from basic law enforcement training to advanced training techniques for experienced officers.
I managed a plethora of advanced instructor level training programs offered at FLETC Charleston e.g. (Firearms Instructor Training Program, Active Shooter Threat Instructor Training Program, and numerous others).
I also managed the instructor development training for new instructors. FLETC’s instructor development training program is an accredited training program that is utilized by Federal agencies throughout the country to certify newly assigned instructors.
I played a critical role in approving and revising training curriculum based on Kirkpatrick's model using level 1, 2 and 3 feedback.
Ensured the training programs met the specific needs of law enforcement agencies. This involved the oversight of curriculum development, instructional materials, and performing assessments.
Supervised the delivery of the training programs. The division delivers a wide range of training courses to law enforcement personnel. These courses cover various aspects of law enforcement, including firearms training, tactical operations, maritime training, and instructor development. These courses were delivered in residence and in an export mode at host locations away from the FLETC’s training facilities.
Evaluated the training effectiveness. Assessed the effectiveness of training programs by conducting evaluations and collecting feedback from trainees. This helps in identifying areas for improvement and making necessary adjustments to the training curriculum.
Collaborated with law enforcement agencies. I worked closely with federal, state, local, and tribal law enforcement agencies to understand their training needs and develop customized programs to address those needs.
Stayed current with industry standards. The division keeps track of the latest developments in law enforcement training and incorporates best practices and industry standards into its training programs.
Managed training resources. I was responsible for managing the budget, logistics, and resources required for training activities. This includes coordinating travel arrangements, scheduling training sessions, supervising Contract Officer Representatives (CORs) and allocating training materials.
I exercised the full range of supervisory and personnel management authorities and responsibilities in directing work of the division through the first level supervisors. Approved promotions, special assignments, and temporary detail assignments.
I conducted sensitive internal employee and supervisory level misconduct investigations to determine if wrongdoing occurred and recommended the appropriate level of disciplinary action if warranted. Misconduct investigations were initiated due to various violations of agency code of conduct including time and attendance fraud, travel card or purchase card fraud, employee harassment, and improper use of agency resources.
I was also a member of the senior level adverse action panel that was responsible for reviewing the most serious employee infractions and recommending corrective action up to and including termination. Throughout this process, I worked closely with the Employee Labor Relations Branch and the Collective Bargaining Unit.
