During this period, the outstanding professional skill, leadership, and ceaseless efforts of Sergeant Quam resulted in major contributions to the effectiveness and success of the Commander of Air Combat Command's Military Personnel Appropriation Man-day Program Management. Sergeant Quam's professional expertise was crucial to the precise management of over 260 million dollars in pay and allowances utilized to bring over 26,800 Air Force Reserve Command and Air National Guard members in support of Operations· NOBLE EAGLE, ENDURING FREEDOM, and IRAQI FREEDOM. He established Military Personnel Appropriation policy, guidelines, templates, and conducted training for the Command Man-day Allocation System to command functional managers, ensuring the proper utilization of over 14,000 requests. He also provided key coordination in executing the transfer of the Man-day Program from Reserve Affairs to the Directorate of Personnel. Trusted in this extremely important and visible
    task, Sergeant Quam used his vast expertise to work closely with Air Staff in policy clarification and implementation. The singularly distinctive accomplishments of Sergeant Quam reflect great credit upon himself and the United States Air Force.
