- Provide executive leadership for 35 operating communities and ~2,000 units, with oversight of 8 communities under construction totaling ~1,000 additional units. Ensure compliance with HUD regulations and funding requirements across public housing, PBRA and Section 8/HCV portfolios.
- Manage comprehensive operating and capital budgets; oversee development, revisions and adherence; prepare monthly financial and program reports for the CEO and Board; collaborate with the COO to evaluate performance and align budgets with strategic objectives.
- Design and implement agency-wide strategic plans, standard operating procedures and KPI metrics; deliver monthly dashboards to Executive staff and the Board, integrating data across property management, HCV, maintenance and compliance to support data-driven decision making.
- Monitor compliance with LIHTC, PBRA, HOME, Public Housing, Section 8 HCV & PBV programs; establish protocols, documentation and training to meet inspection standards, Fair Housing mandates and other regulatory obligations; maintain HUD-required financial and statistical records; prepare for REAC inspections and adjust utility allowances as required.
- Recruit, hire, train and supervise 45 internal employees and 25 third-party property-management staff; conduct annual performance evaluations; mentor site managers; provide guidance on promotions, transfers, terminations and disciplinary actions; develop supporting documentation.
- Serve as owner’s representative with third-party management firms and vendors; foster relationships with investors, developers, lenders, community agencies and service providers; mediate tenant-landlord disputes; spearhead community outreach initiatives to strengthen partnerships and support program goals.
- Lead implementation and optimization of property management technologies (Yardi, maintenance and compliance systems); drive adoption of new software and digital processes to increase efficiency, data accuracy and cross-department collaboration.
- Oversee development and construction phases of new communities; coordinate with development partners to ensure regulatory compliance, budget adherence and alignment with organizational objectives.
